IUiiIilllliy <br />Eugene City Council <br />Harris Hall, 125 East 8th Avenue <br />Eugene, Oregon 97401 <br />October 26, 2016 <br />12:00 p.m. <br />Councilors Present: George Brown, Betty Taylor, Alan Zelenka, George Poling, Mike Clark, Claire <br />Syrett via phone, Chris Pryor <br />Councilors Absent: Greg Evans <br />Mayor Piercy opened the October 26, 2016, meeting of the Eugene City Council. <br />1. WORK SESSION: Coordinated Downtown Development <br />Central Services Executive Director Kristie Hammitt, Assistant City Manager Sarah Medary, <br />and Design and Construction Manager Mike Penwell gave a PowerPoint presentation <br />discussing the process, progress updates, and preliminary development scenarios of the <br />coordinated downtown development plan. <br />Council discussion: <br />• Farmer's Market does not want to move from its current location. <br />• If the entire City Hall lot is given to the County, the City should receive more than just <br />the Butterfly Lot. <br />• Cost should be a major factor in any decision about scenario preferences. <br />• Other options exist that haven't been addressed. <br />• There is still an outstanding court ruling that could change the options significantly. <br />• General support expressed for option Al and efforts to keep the Farmers' Market in its <br />current location. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Taylor, moved to move <br />forward option Al. PASSED 4:3, Councilors Taylor, Poling, and Clark opposed. <br />Council discussion: <br />• Favor configuration where City Hall phase 2 is across the street and county is all together. <br />• Favor consolidating and locating City offices on City -owned property. <br />• Locating phase 2 across 8th Avenue opens up options for Butterfly Lot. <br />MOTION AND VOTE: Councilor Zelenka, seconded by Councilor Taylor, moved to adopt <br />scenario B1 for the City configuration regardless of the County configuration. PASSED 7:0. <br />Council discussion: <br />• Preference is to consolidate City offices to greatest extent possible. <br />• Important to consider court decision and potential cost; support idea of a civic plaza. <br />• Bad idea to remodel a building that isn't big enough to begin with; plan for new building <br />with adequate capacity. <br />• Land values need to be a part of the conversation. <br />MINUTES — Eugene City Council October 26, 2016 Page 1 <br />Work Session <br />
