The city council may implement a city <br />service fee by ordinance. Alternatively, the fee may be placed on a ballot by the council, by citizen <br />64 <br />initiative, or by referendum petition. <br />Ballot LanguageRequirements and Example <br />The ballot title of any measure, other than a state measure, to be initiated or referred shall consist <br />of: <br />A caption of not more than 10 words which reasonably identifies the subject of the <br />measure; <br />A question of not more than 20 words which plainly phrases the chief purpose of the <br />measure so that an affirmative response to the question corresponds to an affirmative vote <br />on the measure; and <br />A concise and impartial statement of not more than 175 words summarizing the measure <br />65 <br />and its major effect. <br />If the election is not the May or November election, and thus the “double majority” requirement <br />applies, the ballot must include the following statement as the first statement of the ballot title <br />summary: <br />“This measure may be passed only at an election with at least a 50 percent voter turnout.” <br />66 <br />The words of this statement do not count towards the word limits described above. <br />There are no specific requirements for maintenance utility or service fee ballot measures. <br />Monthly fee for City fire, police, homelessness and other services. <br />Question: Shall City maintain fire, policy, homelessness and quality of life services with monthly feecapped <br />at $10 for residences? <br />If approved, this measure would authorize a monthly fee to maintain:. <br />-public safety services, such as a fire company (fire engine and nine firefighters/paramedics), police <br />detectives, mobile mental health crisis team (CAHOOTS) and teen court <br />-homeless and basic human services such as emergency shelter for homeless youth <br />-quality of life services such as downtown and branch libraries, Sheldon swimming pool, recreation programs <br />and services, neighborhood park restrooms and parks maintenance <br />The measure would raise funds by authorizing City Council to impose a monthly fee of no more than <br />$10/month for residences and $30/month for businesses. The actual fee would be set by Council. The <br />measure would require Council to establish a program for assistance to low income individuals who would be <br />subject to the fee. An oversight committee would annually determine whether revenues generated by the fee <br />were spent for authorized purposes.
