<br />The stormwater SDC methodology was last substantively modified in April 2003. Stormwater SDC <br />rates have subsequently been adjusted based on an adopted construction cost index. Most recently, <br />Systems Development Charges for Local Wastewater System, Transportation System and Stormwater <br />System, were adjusted for inflation by Administrative Order No. 58-06-02-F, effective April 3, 2006. <br /> <br />Mayor Piercy, City Council and interested persons were notified of intended amendments to Eugene <br />Systems Development Charge (SDC) methodologies on February 16, 2006. A draft of the proposed <br />modifications was made available for public review on March 17, 2006. A copy of this information has <br />been available for viewing in the Council Office as well as on the City’s web site. A public hearing was <br />held on May 22, 2006, to receive public comment on the proposed SDC modifications. One person <br />testified and commented on matters largely unrelated to the proposed modifications. Members of the <br />council commented and asked for additional information which is provided in Attachment B to the AIS. <br /> <br /> <br />RELATED CITY POLICIES <br />Implementation of stormwater quality SDC credits is an element of the City’s stormwater program <br />related to stormwater pollution reduction and development standards. Relevant policies were <br />established through the City’s development of the Comprehensive Stormwater Management Plan, <br />Stormwater Basin Plans, and as articulated in the City’s stormwater NPDES permit. The NPDES permit <br />includes a specific action to implement stormwater development standards which address inclusion of <br />water quality treatment in the City’s development standards. <br /> <br />The policy issue before the council is whether to adopt by resolution a revised local stormwater SDC <br />methodology to include stormwater quality SDC credits which support pollution reduction efforts <br />related to implementation of new stormwater development standards. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council can approve, approve with amendments, or not approve the proposed resolution. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />The City Manager recommends adoption of the proposed resolution. <br /> <br /> <br />SUGGESTED MOTION <br /> <br />Move to adopt Resolution No. 4876 amending local stormwater systems development charge <br />methodology concerning credits; and amending Resolution No. 4740. <br /> <br /> <br />ATTACHMENTS <br /> <br />A.
