<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Appointment of Members to Voters’ Pamphlet Proponent Committee for Parks, <br />Recreation and Open Space (PROS) General Obligation Bond Ballot Measure <br /> <br /> <br />Meeting Date: June 12, 2006 Agenda Item Number: 2H <br />Department: City Manager’s Office Staff Contact: Mary Feldman <br />www.eugene-or.gov Contact Telephone Number: 682-8353 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The council is asked to appoint up to three members to the Voters’ Pamphlet Proponent Committee for <br />the Parks, Recreation and Open Space (PROS) General Obligation Bond ballot measure for the <br />November 7, 2006, General Election <br /> <br /> <br />BACKGROUND <br />On May 22, 2006, the City Council unanimously adopted Resolution No. 4869 calling a City election on <br />November 7, 2006, for the purpose of referring to the electors a measure authorizing the issuance of a <br />maximum of $25,490,000 of General Obligation Bonds for Parks, Recreation, and Open Space Projects. <br /> <br />The council is being asked in a separate item to direct the City Manager to prepare and distribute a <br />voters’ pamphlet for the November 7, 2006, election. <br /> <br />Eugene Code 2.994(1)(b) requires the content of the Voters’ Pamphlet to include one argument in favor <br />of each measure followed by a rebuttal to the argument and one argument in opposition to the measure <br />followed by a rebuttal to that argument. <br /> <br />For City Council-referred measures, the written argument in favor and the rebuttal to the opposition <br />argument are to be submitted by one or more of the city councilors who voted in favor of the measure. <br />(EC 2.996(1)(b). The argument in opposition to the measure and the rebuttal to the argument in support <br />are to be written by a three-member committee chosen by the City Recorder by lot from among <br />applications that have been received in accordance with code requirements. <br /> <br /> <br />RELATED CITY POLICIES <br />Eugene Code sets forth the requirements for the arguments contained in the voters’ pamphlet. <br /> <br /> <br />OPTIONS <br /> <br />1.The council may appoint as few as one and as many as three councilors to prepare the proponent <br /> argument and rebuttal to the opposing argument for the PROS Bond Measure. <br /> L:\CMO\2006 Council Agendas\M060612\S0606122H.doc <br /> <br />
