OTHERSERVICES <br />TwootherserviceswereincludedinRiverRoadandSantaClaraUrbanServicesCommitteeReport <br />publishedin2002-publicsafetyandwatersupply.Sanitarysewerservicewasnotdiscussedasa <br />separatetopicinthe2002CommitteeReport,althoughtheÒforcedÓseweringofbothcommunitiesinthe <br />late1980Õsappearstobeanadirinneighborhood/Cityrelationsinthemindsofmanylong-termresidents. <br />Sewerserviceasatransitionorheritageissueappearstobemootatthispointandwillnotbe <br />furtherdiscussedinthecontextofthetransitionorheritageoptionsoutlinedinthisWhitePaper. <br />Inaddition,theimpactsofdifferencesinCountyandCitystandardsandratesforsolidwastecollection <br />andcurb-siderecyclingwasraisedbytheCityin2005. <br />Basedontheabovereferenced2002CommitteeReportandotherdocumentsreviewed,theleveland <br />qualityofpolice,solidwasteandwatersupplyservicesseemtobegenerallysatisfactory(oratleast <br />acceptable)tothetwocommunities.Itshouldbenoted,however,thatsomeCityandCountyofficials <br />considerthatpublicsafetyservicesaremoreproblematicthantheÒaverageÓcommunityresidentmay <br />perceive.Theseissuesaresummarizedbelow. <br />Nonetheless,basedondocumentedperceptionswithinthetwocommunities,fewtransitionissuesand <br />evenfewerheritageopportunitiesattachthemselvestothreeoftheabovereferencedservices(sanitary <br />sewerisexcluded).Therefore,thischapterdepartsfromthestandardWhitePaperformat,andonly <br />brieflydiscussesoneortwoissuesandideasforeachservice. <br />PublicSafety <br />Areviewofdocumentsevaluatingcommunityneedsandperceptionsindicatesthatpublicsafetyservices <br />aregenerallynotanoverarchingissueofconcerninRiverRoadorSantaClara.Thisnotwithstanding, <br />LaneCountyofficialsdoperceiveseriouspublicsafetyserviceissuescounty-wide,andhavediscussed <br />publicsafetyserviceproposalsinresponse.Inearly2005,LaneCountyconsideredsponsoringaballot <br />measurethatwouldformaPublicSafetyspecialservicedistrict.Approvalandimplementationofsucha <br />measurecouldshifttheequationwithrespecttoCountyresourcesavailabletoSantaClaraandRiver <br />Road,althoughasaCounty-widemeasurethespecialservicedistrictwouldnotnecessarilyhavemore <br />impactonRiverRoadorSantaClarathananyotherpartoftheCounty.Thisnotwithstanding,theCounty <br />appearsasofwritingnottobeproceedingwiththisinitiative. <br />BothSantaClaraandRiverRoadbenefitfromthepresenceofCity,Countyand/orStatelawenforcement <br />basedonmunicipalboundaries,roadjurisdictions,inter-agencyagreements,andÒundocumentedÓ <br />practice.TheÒgerrymanderedÓpatternofCityandCountyjurisdictioninboththeRiverRoadandSanta <br />Claracommunitiescan,however,makeitparticularlychallengingforlocallawenforcementagenciesto <br />distinguishbetweentheirowncitizensandotherresidents(althoughtheonsetofin-patrolcarcomputers <br />andothertechnologyhasmadethisasimplermatterthaninthepast).Itisnotunknowninareas <br />transitioningfromonejurisdictiontoanotherthatthelawenforcementagencymostproximatetothe <br />publicsafetyincidentwillrespond(particularlytoemergencyormajorcrimeincidents)simplybecause <br />publicsafetyagenciesoftenseeitintheinterestofoveralllocalpublicsafetytorespondtocallsand <br />crimesinthecommunityirrespectiveofjurisdictionalstatus. <br />Thesearereasonablycommonissuesinurban/ruraltransitionsthroughoutOregonandelsewhere,and <br />thecomplicationsaresometimesmitigatedbyonelawenforcementagency(typicallythecountysheriff) <br />ÒwithdrawingÓfromtheirjurisdictionalterritoryinfavorofamoreproximatecitypolicedepartment.Such <br />withdrawalsarenotnecessarilymemorializedbyintergovernmentalagreement. <br />Alternatively,someCountysheriffsofficeshavedeveloped(andtaxedfor)ÒenhancedpatrolÓ <br />servicesonin-countylandsimmediatelyadjacenttocitiesthatbegintotakeonurban <br />characteristicsasaresultofpopulationgrowth. <br />RiverRoad/SantaClaraCommunityTransitionProject41 <br />TransitionandHeritageWhitePaperMay2006 <br /> <br />
