<br />Date:January19,2006 <br />To:RiverRoad/SantaClaraTransitionTaskForce <br />From:JimRapp <br />Via:DavidReed,TransitionTeamProjectManager <br />RE:OUTCOMESofMEETINGSwithRR/SCSERVICEPROVIDERS <br />AttachedarethetranscribednotesthatDavidReedandItookinthecourseofmeetingswiththe <br />twoFireDistricts,theRiverRoadParksDistrict,andtwomeetingswiththeCityÐthefirstwith <br />seniordepartmentstaffandthesecondwithCitydepartmentheads.Everyonewasprovidedwith <br />theNovember25,2005versionofthedraftStrategicFrameworktemplatedevelopedbytheTask <br />Force;andtheNovember24versionofthecompleteWhitePaper.Ialsoproduced(asperRob <br />HandyÕssuggestion)anÒintermediateÓdocumentwiththecompletetextofspecificWhitePaper <br />optionspastedinnexttotheFrameworkstrategiesandactions.Weallthoughtthiswouldhelpto <br />gettheserviceprovidersbetterandmorequicklygetoriented,butinpracticeitprovedtobetoo <br />muchpaper!InthefutureIsuggestwithstickwithjusttheWhitePaperFramework(withoption <br />andpagenumbercross-referencesbacktotheWhitePaper). <br />Themeetingswerequiteusefulandinformative,andthetonewasgenerallyverypositive,although <br />thereweresomeconcernsexpressed(ascanbeseenbythenotes),andofcoursethefireandparks <br />districtsareallsufferingfromvaryingdegreesofdifficultfinancialstress.Inacoupleofcases,the <br />inputoftheserviceprovidershadsomedirectandveryfocusedimplicationsforthecurrent <br />InstitutionalstrategiesandoptionsintheFramework,andonegovernanceissue,andIpointout <br />thesebelow.ThisisnottosaythattherewerenÕtotherconcernedexpressedwithotherstrategies <br />andoptions,thesefewweresimplythemostfocused.Itwasalsoencouragingtohearthepositive <br />commentsbyboththeCityManagerandAssistantCityManager <br />FIREDISTRICTSÐ ThetwoFireDistricthadnointerestinaconsolidation,andtheirreasons <br />wereidenticaland(inmyassessment)quitevalid.CityFirebackedupthelocalperspectiveonthis <br />issue.ThetwoDistrictsalsofeltthatboundaryadjustments,servicecontracts,etc.wouldnotsolve <br />theessentialproblem,andsimplywerenÕtpracticaloreffectiveoptions.Incontrast,theneedforand <br />willingnesstositdownimmediatelyandworkoutafireservicetransitionplanwaswellreceivedby <br />allparties. <br />TheCityÕsfirechiefalsoheldoutsomehopethatcurrentimpediments(e.g.:unioncontract)to <br />transferofdistrictvolunteerbrigadestotheCityservicecouldberesolved <br />Accordingly,IthinkthatInstitutionalStrategy#5,ÒSupportandSustainFireService <br />VolunteerInstitutionsÓhassomerealpotential.ForInstitutionalStrategy#7,theinputofall <br />threeservicesprovidersindicatesthattheTaskForcemightwanttodroptheSECOND <br />bulletedactionunderthatstrategy--Òconsiderpossibleserviceconsolidationsand/or <br />contractsÓ. <br /> <br />
