PublicOutreach <br />conversations.Specialeffortwasmadetoachievebalancedrepresentationincluding <br />socialandeconomicdiversity,andaworkshopwasspeciallydesignedforunder- <br />represented,minorityresidents.Twopilotswereconductedearlyontotesttheformat <br />andobtainfeedbackfromparticipants. <br />Inthewinterof2006thecommunityplannerworkedwiththeRR/SCTaskForceto <br />conduct11publicworkshopsinvolving149residents.Slightlymoreparticipantswere <br />fromSantaClara(54%),and69%ofthoseattendingresideinunincorporatedareas <br />insidetheUrbanGrowthBoundary.Thegoaloftheoutreachprocesswastoidentify <br />corevaluesandprioritiesofRiverRoadandSantaClararesidentsinrelationtotheir <br />neighborhood. <br />Theprojectaskedresidentstoanswerthreequestionsabouttheirneighborhood: <br />1.Whatdoyoulikeorvalue? <br />2.Whatwouldyouliketochange? <br />3.Whatisyourmostpressinghopeorconcernforthefuture? <br />WorkshopResults <br />Residentresponsesidentifiedlanduse,governance,parksandrecreation,and <br />transportationaspriorityissues.ResultsshowthatresidentsinbothRiverRoadand <br />SantaClarasharethesevaluesandopinions. <br />SummaryResultsofNeighborhoodConversations <br />Residentsvaluefriendlyneighbors,ruralqualities,current <br />densitylevels,andalternativetransportation(walk,bus,bike) <br />Residentswouldliketoseechangesindevelopmentpatterns <br />andtraffic. <br />Residentsidentifythesepressingissuesforthefuture: <br />development,density,ruralqualities,representation,and <br />annexation. <br />Theresultsalsoindicatethattherearedistinctdifferencesbetweentheprioritiesofthe <br />twocommunities.Inthepasttenyears,SantaClarahasexperiencedfast-paced <br />developmentoflarge-scaleresidentialsubdivisions.Residentsareconcernedabout <br />trafficandthelackofparksandrecreationfacilities.TwomainprioritiesforSantaClara <br />residentsareannexationissuesandthescopeandimpactofdevelopment. <br />RiverRoadhasexperiencedfewlarge-scaleresidentialsubdivisionsandmoresmall- <br />scaleinfilldevelopments.RiverRoadresidentsaremotivatedtoprotectwhatthey <br />value:currentdensitylevels,ruralqualities,andtheRiverRoadParkandRecreation <br />District.Residentsareprimarilyconcernedaboutdevelopmentandtheirprioritiesare <br />densityissues,annexation,andpreservingruralqualities. <br />Annexationasagovernanceissuesurfacedasthesecondhighestpriorityforresidents <br />inbothRiverRoadandSantaClara.Unincorporatedresidentsworryaboutthefuture, <br />includinghighertaxratesaffectingtheviabilityofspecialservicedistrictssuchasthe <br />RiverRoadParkandRecreationDistrict.Cityresidentsareconcernedaboutthe <br />14 <br />RIVERROAD/SANTACLARA <br />TRANSITIONPROJECT <br />
