TransitionandHeritageFramework <br />ThiscommunityvisionstatementthatemergedfortheTransitionandHeritage <br />FrameworkreflectscorevaluesandbeliefscommontoRiverRoadandSantaClara <br />residents.Itisalsorecognizedthattherearedistinctlandscapequalitiesandpriorities <br />thatareinherenttothetwocommunities.Forexample,inSantaClaratheWillamette <br />RiverisoutsidetheUrbanGrowthBoundary,whileitistotallywithintheUGBinthe <br />RiverRoadcommunity.Thesediscretecharacteristicsandvaluesshouldbe <br />recognizedastheFrameworkisrefinedandcommunityplanningcontinues. <br />CommunityVision <br />RiverRoadandSantaClara <br />VisionStatement <br />RiverRoadandSantaClaraarecommunitieswhereresidentsvaluetheir <br />ruralandagriculturalheritageandtheirindependence,respondingto <br />changewithpassion,imagination,andcan-dospirit.TheCityofEugene, <br />LaneCounty,andneighborhood-basedspecialservicedistrictsworkin <br />harmonywithRiverRoadandSantaClararesidentstoprovidefor <br />responsivegovernanceandefficientprovisionofpublicservicesasthe <br />neighborhoodsgrowandurbanize. <br />RiverRoadandSantaClaracommunitiesmaintainandfosterhealthy,safe, <br />andgreenneighborhoodsthatarefamilyfriendly,promoteneighborliness, <br />andrespectandpreservecommunityheritage,diversity,andlandscape <br />qualities.Thisisreflectedinalargenetworkofparksandopenspaces, <br />abundanceoftrees,gardensandnaturalareas,highqualitysoils,healthy <br />streams,andothernaturaldrainagesystems.Olderandnewerhomesand <br />businessesareharmoniouslyintegratedintocommunityneighborhoods, <br />andthereisdiversityandchoiceincommunityservicesandtransportation. <br />RiverRoadandSantaClaraareconnectedtotheWillametteRiverasa <br />specialplaceforwalking,bicycling,andenjoyingnature.Neighborhoodsare <br />alsointer-connectedwithlocalstreetsandsidewalks,pathwaysand <br />bikeways,andparksandopenspaces.RiverRoadandSantaClaraeach <br />containseveralattractiveandauthentic-feelingneighborhoodcentersthat <br />arepedestrianfriendlyandprovidebasicneighborhoodserviceswithina <br />one-milewalkingdistanceofmostresidents,aswellaspublicspacesand <br />amenitiesthatencourageneighborhoodcivicinteractions,socialgatherings, <br />shopping,andentertainment. <br />RiverRoadandSantaClararesidentsareproudofthepartnershipthey <br />havedevelopedwithotherlocalandregionaldecision-makers,workingin <br />collaborationtomaintainastrongsenseofcommunityandunique <br />neighborhoodidentity. <br />22 <br />RIVERROAD/SANTACLARA <br />TRANSITIONPROJECT <br />
