IssuesandFindingsSummaryReport <br />Challenges <br />ThekeychallengesfacingtheRiverRoadandSantaClaraareainclude: <br />ISSUE1:Rapidgrowth,development,andtransitiontoCityofEugeneservicesare <br />changingthecharacterofneighborhoodsandareperceivedasathreatto <br />communitylivability,senseofplace,andcommunity. <br />TheEugeneLandUseCodewasrecentlyamendedtoreflectMetroPlanpolicyfor <br />lowdensityresidentialdevelopmentaturbandensities,andincreaseddensityis <br />reflectedinRR/SC.Infillingistakingplaceatahighrate,manyresidentsare <br />subdividingorsellingtheirlots,andfrequentlynewhousingisinhighcontrastto <br />ÒDonÕtforcecurbsandgutters <br />existinglargelotsandresidentialdevelopmentthathastraditionallybeenmoresemi- <br />andallthoseurbanstreet <br />ruralincharacter. <br />standardsonsmall <br />developments.Ó <br />Residentsaremostconcernedaboutprospectsofurbanstreetstandardsthatwould <br />changethecharacteroftheirtree-linedstreetsthatcurrentlyhavenocurbs,gutters,or <br />sidewalks. <br />Increasedtraffic,pedestriansafety,andthesymbolismofthewideningofhistoric <br />RiverRoadandlossoftreesrepresentmajorconcernsofresidents. <br />Growthandinfillingareoccurringsorapidlythatsomeresidentsbelieveitmaybe <br />ÒIftheCitywillassuremethat <br />toolatefortransitionplanningtomanagegrowthmoreeffectivelyorpreserve <br />mystreetwillnotbewidened <br />neighborhoods. <br />withcurbsandgutters,Iwillbe <br />gladtobeannexed.Ó <br />PotentiallossofidentityoftheRiverRoadParkDistrictandSantaClaraFire <br />ProtectionDistrictthroughurbantransitionrepresentthreatstolossofasenseof <br />community,sincetheselong-standinginstitutionshavecultivatedfamilyand <br />communitysolidarityovermanyyears. <br />Withrapidgrowthanddevelopment,demographicchangeiscreatingawide <br />divergenceofopinionsandconcernsaboutthefutureofthearea. <br />ISSUE2:Asurbanizingcommunities,RiverRoadandSantaClarahaveevolvedinto <br />highlycomplex,disjointedandconfusingmosaicsoffragmentedservicedeliveries <br />providedbymultiplejurisdictionsandagencieswithinapatchyandfrequently <br />disconnectedurbangrowthpattern. <br />Serviceprovidersforresidentsoutsidethecityincludetworuralfireprotection <br />districts,twowaterdistricts(contractedwithEWEB),aparkdistrict,metropolitan <br />wastewaterservice(CityofEugene),andservicesprovidedbythecountythat <br />includestormwatermanagement(insidetheroadROW),roadmaintenance,and <br />publicsafety.ServicesforresidentswithintheCityofEugeneincludepublicsafety, <br />fireandemergencymedical,roadmaintenance,stormwatermanagement, <br />wastewatermanagement,parksandrecreation,planning,building,and <br />neighborhoodsupport.EWEBprovideswaterandelectricservice.BothRiverRoad <br />andSantaClaraarewithinthe4-JSchoolDistrict. <br />Severalintergovernmentalagreementsestablishrolesandresponsibilitiesforservice <br />providersinthetransitionarea.Dissolvingormergingspecialdistrictsissurfacingas <br />anissueastheCityannexespropertiesandthedistrictsexperiencelossoftheirtax <br />base.AnurbantransitionagreementtransferredlanduseresponsibilityfromLane <br />CountytotheCityofEugenein1987. <br />RIVERROAD/SANTACLARA <br />2 <br />TRANSITIONPLAN <br /> <br />
