IssuesandFindingsSummaryReport <br />Ahighdegreeofincorrectinformationisdisseminatedthroughoutthecommunity, <br />partlybecausetheannexationprocessissocumbersomeanddifficulttounderstand, <br />andpartlybecausemythicalinterpretationsandoccasionalinnuendoisusedtobuild <br />oppositiontochange. <br />TheadoptedlanduseplanforRiverRoadandSantaClaraistheÒUrbanFacility <br />PlanÓpreparedin1987.Whiletheplanincludesalandusediagramwithlanduse <br />policiesandrecommendations,thefocusoftheplanislargelyonpublic <br />infrastructurewithasmallsectiononenvironmentaldesignandverygeneralizedpark <br />planningconsiderations.Whenresidentsspeakoftheneedforaneighborhood <br />refinementplan,itisapparentthattheyhaveinmindamorevisionaryand <br />comprehensivelanduseplanthanthe1987FacilitiesPlan. <br />ISSUE6:ResidentsbothinsideandoutsidetheCityfeelalackofrepresentation <br />Someresidentsarenotsatisfiedwiththerecentcouncilwardredistricting,which <br />resultedinunequalrepresentationforWard5and7inRiverRoadandSantaClara. <br />Thereisspeculationastotherationalebehindtheboundaries. <br />Someresidentsbelievethattheirelectedofficialsareindifferenttotheir <br />ÒWhypaytheCityÕstaxesifthe <br />representationneeds,orthattheyhavelittlevoiceintheirfuturedestiny. <br />servicesarenÕtanybetterthan <br />whatwehavenow?Ó <br />ISSUE7:Residentsbelieveservicesarenotprovidedequitablyorareprovided <br />inconsistently. <br />Somecityresidentsdonotbelievetheyarereceivingservicesforwhichtheyare <br />assessed,whilesomenonresidentseitherdonotwantacityserviceorbelievethey <br />willnotreceiveservicesequivalenttowhattheyareassessed. <br />SomecityresidentsresentlackofmunicipalservicesequaltootherEugene <br />citizens(e.g.library,parks,swimmingpools). <br />Countyresidentsresentlackofadequateruralservices.TheEugenePolice <br />Departmentcontinuallyprovidespublicsafetyservicesforareasoutsidethecity. <br />Opportunities <br />Theseopportunitieshavebeenidentifiedthroughtheinterviewprocess: <br />ISSUE1:AlegacyofcommunityleadershipexistsinRiverRoadandSantaClara, <br />ÒRiverRoadandSantaClara dedicatedtoproblemsolvingandplanningwithaÒcan-doÓspirit. <br />residentsareconcernedand <br />knowledgeableabouttheir <br />In1968,theSantaClaraCitizensCommitteepreparedtheÒSantaClaraLandUse <br />neighborhood.Wewanttobegina <br />Plan.ÓIn1979,theRiverRoadCitizenÕsOrganizationandtheSantaClara <br />collaborativeefforttoprotectthe <br />CitizensOrganizationpreparedtheÒRiverRoadandSantaClaraParkand <br />uniquecharacterofourarea.Ó <br />RecreationMasterPlan.ÓIn1987,citizenadvisorycommitteeandstaffteam <br />developedtheÒRiverRoad-SantaClaraUrbanFacilitiesPlanÓasarefinementof <br />theMetropolitanAreaGeneralPlan. <br />Foreighteenmonths,an18-membercitizenscommitteecollaboratedwithEugene <br />planningstafftopreparethe2002ÒRiverRoadandSantaClaraUrbanServices <br />CommitteesFinalReportandRecommendations.ÓThisreportisabenchmark <br />documentaddressingservicedeliveryissuesandmakesspecificrecommendations <br />includingaTransitionPlan. <br />RIVERROAD/SANTACLARA <br />4 <br />TRANSITIONPLAN <br /> <br />
