Benchmarks <br />InundertakingresearchforthisWhitePaper,andidentifyingpotentialstrategiesandactionsthatmay <br />workfortheCityofEugene,otherlocalserviceproviders,andthecommunitiesofRiverRoadandSanta <br />Clara,sixÒunifyingÓcategorieswereconsidered.Althoughtheoptions/actionscontainedhereinarelisted <br />byservicetype,theycouldaswellhavebeenlistedbythecategoriesbelow.Thesecategoriescould <br />potentiallybeÒthemesÓaroundwhichoneormoretransitionandheritagestrategiescoalesce. <br />Note:In <br />manyinstancesthesecategorieswilloverlap.Forexample,optionsinvolvinglocalfireprotectionservice <br />couldbediscussedinthecontextofGovernance,Institutions,and/orServices. <br />1.ÐOptions/actionsthatpreserve,orperhapscreate,processesthatprovide <br />Governance <br />residents,businessowners,andlandownersinRiverRoadandSantaClarawithasenseof <br />communityandofhavinganeffectivevoiceovertheirfuture. <br />2.ÐOptions/actionsthatpreserveorcreateinstitutions(suchascommunitycenters, <br />Institutions <br />volunteerfirebrigades,etc.)thatsustainorstrengthenthedistinctcommunityidentityofthe <br />urbanizingareas. <br />3.ÐOptions/actionsthatpreserveorcreateoutletsandprocessesfor <br />Communications <br />communicatingwithinthetwocommunities,notjustforthepurposeofassuringthatresidents <br />knowwhatisgoingoninthecommunity,buttoalsofosterasenseofdistinctidentityaswell. <br />4.ÐOptions/actionsthatallowurbanizingareastopreservesomeofthephysical <br />Landscape <br />attributesofamoreruralorsuburbancommunity,suchasdifferingstreetstandards,openspace, <br />preservationofagriculturallands,lotandhousingtypes,etc. <br />5.ÐOption/actionstophaseortimeincorporationwithinthebenchmarkoffeasibilityunder <br />Phasing <br />Oregonstatutes.Thisisnotnecessarilylimitedtophysicalphasing.Forinstance,the <br />option/actionsidentifiedcouldbeasimpleasphasingofaCityfee. <br />6.ÐOptions/actionsforservicesthataredesignedprimarilytoenhancecurrentprovisions <br />Services <br />intheurbanizingareasinwaysthataddressexistingcommunityneeds,notthoseofthefully <br />developedÒpost-incorporationÓcommunity(butthatstillhaveÒutilityÓforfutureresidentsand <br />businesses). <br />Additionally,inidentifyingandanalyzingthelistedWhitePaperstrategiesandactions,thefourmajor <br />themesidentifiedinthe2002RiverRoad/SantaClaraUrbanServicesCommitteeReportwereusedas <br />ÒbenchmarksÓagainstwhichtherelevanceandpotentialeffectivenessofeachoptionwastested.Thefour <br />themes/benchmarksasdefinedinthe2002Reportare: <br />Trust <br />Voice <br />Equity <br />Collaboration <br />Thesethemes,havingbeendistilledbytheverypeoplethinkingandcaringmostdeeplyabouttheimpact <br />ofurbanizationandannexationonRiverRoadandSantaClara,andbeingbasedonwhatisperceivedas <br />havingbeenunsatisfactoryinthepast,providedauniqueopportunitytofilterresultsthroughthelensof <br />thetwolocalcommunities. <br />AfifthbenchmarkusedinthisWhitePaperwas,asdescribedinthe <br />statutoryandpolicyfeasibility <br />precedingchapter(page3). <br />AssumptionsandLimitations <br />RiverRoad/SantaClaraCommunityTransitionProject6 <br />TransitionandHeritageWhitePaperMay2006 <br /> <br />
