FireProtection&EmergencyMedicalServices(EMS) <br />CurrentSituation <br />RiverRoad <br />Fireprotectionandemergencymedicalservice(EMS)intheRiverRoadcommunityisprovidedtoboth <br />in-Cityandnon-CityresidentsandbusinessesbytheCityofEugeneFireandEmergencyServices <br />Department.Servicetonon-Cityresidentsandbusinessesinthiscommunityisaccomplishedviaa <br />contractwiththeRiverRoadWaterDistrict,anarrangementbasedontheneedforalocalgovernmental <br />contractingpartnerand(presumably)thecentralroleofadequatewatersupplyinfiresuppression.A <br />smallareaoftheRiverRoadcommunitywestofNorthEugeneHighSchoolisservicedbytheSanta <br />ClaraRuralFireProtectionDistrict(hereinaftercalledSantaClaraFire).TherearenoCityorFireDistrict <br />firestationsinRiverRoad,althoughanewCitystationopenednearbyintheSantaClaracommunityin <br />mid-2005,andSantaClaraRuralFireÕsStationNo.1isalsonearby. <br />SantaClara <br />SantaClaraFireprovidesfireprotectionandemergencymedicalservices(EMS)tonon-Citypropertiesin <br />theSantaClaracommunitythatareprimarilyeastofStarkStreetandnorthofBeltlineRoad(although <br />thereissometerritorywestofStarkatthefarnorthoftheneighborhoodthatisservedbySantaClara <br />Fire).SantaClaraFirehastwofirestationsalongtheSantaClaracommunitystretchofRiverRoad,one <br />closetoBeltlineRoadandanortherlystationnearAwbreyPark. <br />SantaClaraFirealsoservespropertiesoutsideoftheUrbanGrowthBoundary(andtheofficialSanta <br />Claracommunityboundary)tothenorthandtotheeast,butthisterritoryisrelativelylightlypopulated <br />(approximately200homesoutofthe4,500intheentireSantaClaraFireservicearea).Continued <br />annexationofSantaClaracommunitypropertiestotheCity,orawithdrawalofservicebySantaClara <br />FiretoonlyareasoutsideoftheUGB,couldobviouslyspelltheendofthisFireDistrict.SantaClaraFire <br />DistrictmanagementalsoindicatesthattheCitydecisionin2002toprovidedirectfireprotectionservices <br />toSantaClaraÕsin-Cityproperties,ratherthancontractwiththeDistrict,createdasignificantfiscal <br />imbalancebetweenDistrictrevenuesandthecostofcontinuedservicetothebalanceoftheout-of-City <br />community.In2003,theFireDistrictbegantousecashreservestobalanceitsannualoperatingbudget. <br />Inaddition,sincemuchofthenewlyannexedterritoryinSantaClarahasbeenpreviouslyundeveloped, <br />annexationhasnotsignificantlyreducedFireDistrictcallvolume,evenastaxrevenuesdecline. <br />LaneRuralFire/Rescue(hereinafterreferredtoasLaneRural)servesasmallerareaofnon-City <br />propertieswithintheSantaClaracommunitywestofStarkStreet.LaneRuraloperatesfourstations,with <br />theclosesttotheSantaClaracommunitybeinglocatedwestoftheNorthwestExpresswayatIrvington <br />Street,justoutsidetheofficialcommunityboundary.InadditiontofiresuppressionandEMS,LaneRural <br />hasprovidedambulanceserviceinSantaClaraforover20years.LaneRuralalsoincludestheNorthwest <br />IndustrialCorridor,andalargerural,unincorporatedareaoutsideoftheUGB(representingabout70-75% <br />oftheentireareaofthisFireDistrict).TheÒhighvalueÓindustrialpropertywithinLaneRuralmakesa <br />substantialcontributiontotheFireDistrictÕsrelativelylowtaxrateforthelevelofservicesoffered,and <br />alsomeans,incontrasttoSantaClaraFire,thatLaneRuralcouldmoreeasilysurvivetheCityÕsongoing <br />annexationoftheDistrictÕsserviceterritorywithintheSantaClaracommunity. <br />Formanyyears,EugeneFirecontractedwiththesetwoFireDistrictstoalsoprotectin-Citypropertiesin <br />theSantaClaracommunity.TheCityelectedinJuly2002toprovidedirectfireprotectionandEMStoin- <br />Cityresidentsandbusinesses,andestablishedatemporaryfirestationinSantaClara.AnewCityfire <br />stationopenedintheSantaClaracommunityinthemid-2005. <br />Presently,LaneRuralhasaÒfirstresponseÓagreementwithEugeneFirethatassumesthatfirstresponse <br />fromEugenewillbalancefirstresponsefromLaneRural(e.g.:thereisnomonetaryexchangeforcalls). <br />SantaClaraFireandEugenehaveasimilaragreement(EugenehowevercompensatesSantaClarafor <br />ÒfirstresponseÓcallstoCityresidents).TheincidenceofÒfirstresponseÓcallsdeclinedwhenEugeneFire <br />RiverRoad/SantaClaraCommunityTransitionProject9 <br />TransitionandHeritageWhitePaperMay2006 <br /> <br />
