CommunityGovernance <br />CurrentSituation <br />GovernanceisnotaÒserviceÓinthesenseoftheotherservicesÐparks,fireprotection,planning,water <br />supply,etc.-discussedastransitionandheritageoptionsinthisWhitePaper.Governancepersewas <br />alsonotidentifiedasastand-alonetopicinthe2002RiverRoad/SantaClaraUrbanServicesCommittee <br />Report.Nonetheless,effectivecommunitygovernanceisabenchmarkbothinthe2002Committee <br />ReportandinmanyoftheideaspresentedinthisWhitePaper,suchasformationofalibrarycooperative, <br />sustainingexistingspecialservicedistricts,etc. <br />Therearetwocommunitygovernanceideaswhichmeritdiscussionoutsideofthespecificframeworkof <br />anyoftheparticularurbanserviceoptionsdescribedinthisWhitePaperÐCityCouncilrepresentation, <br />andtheauthorityofCity-recognizedCommunityOrganizations.Cityresidentswithinthetwocommunities <br />canparticipatefullyinCitygovernance,uptoandincludingserviceonCityelectedandappointedbodies. <br />AllarearesidentscandothesameforCountybodiesandprograms.Notwithstandingthis,andgiventhe <br />annexationandurbanizationtransitionsthatSantaClaraandRiverRoadaregoingthrough,most <br />communityattentionwillprimarilyfocusnowandinthefutureonCityactions,programsandpolicies. <br />TheEugeneCityCouncilidentifiedÒlaunchaneighborhoodinitiativeÓasoneoftheireightpriorityissues <br />for2005,andiscurrentlyconsideringanactionplandefiningthisinitiative.Thiscouldbeapotential <br />vehicleforchangestocommunitygovernanceintheRiverRoadandSantaClaracommunities(andfor <br />manyoftheotheroptionsdiscussedelsewhereinthisWhitePaper). <br />RiverRoad <br />RiverRoadiscompletelywithinasingleCityofEugeneCouncilward(Ward#7).MostoftheRiverRoad <br />communityisinCountyCommissionDistrict#4(asmallportionisinDistrict#1).TheRiverRoad <br />CommunityOrganizationhasbeenveryactive.Inaddition,RiverRoadhasitsownparksandrecreation <br />districtandlocalwatersupplyspecialservicedistrict <br />SantaClara <br />SantaClaraissplitbetweentwowards(Wards#7and#5)alongtheaxisofRiverRoad.Thiscommunity <br />isrepresentedattheCountybyCommissionDistrict#1.TheSantaClaraCommunityOrganizationis <br />active;andSantaClaraisservedbytwofiredistricts(SantaClaraFireandLaneRural)andalocalwater <br />supplyspecialservicedistrict. <br />TransitionandHeritageOptions <br />TransitionOptions <br />Inthesensethatsustainingorimprovingcommunitygovernancecansustaintheheritageofa <br />community,allsuchoptionsarediscussedbelowassuch. <br />HeritageOptions <br />.-Equalrepresentationandpopulationrequirements <br />OptionNo1:CityCouncilRepresentation <br />oftenrenderitimpossibletomakepoliticalboundariescoincidentwithcommunityboundaries. <br />Nonetheless,actionbytheCitytore-apportionCouncilwards,eitherbyincludingboth <br />communitieswithinasingleward,orbyhavingthedividinglinealongtheaxisofBeltlineRoad <br />(thusmakingthewardboundariesmoreconsistentwithacceptedcommunityboundaries)might <br />makearearesidentsfeeltheiraccesstoCityelectedofficialswasimproved(oratleastsimpler). <br />TherecouldbeasimilaradjustmentbytheCountytodivideDistricts#1and#4completelyalong <br />BeltlineRoad.TheCitydidamajorreapportionmentafterthe2000censuswhichreducedthe <br />RiverRoad/SantaClaraCommunityTransitionProject17 <br />TransitionandHeritageWhitePaperMay2006 <br /> <br />
