ProjectBackground <br />ProjectBackgroundandScope <br />TheRiverRoad/SantaClaraTransitionProjectisanoutgrowthofalong-standingeffort <br />toaddressgovernanceandservicedeliverychallengesintheRiverRoadandSanta <br />Purposeofthe <br />ClaracommunitieswithinCityofEugeneÕsUrbanGrowthBoundary(UGB).Sincethe <br />Project <br />mid-1850s,RiverRoadandSantaClarahavegrownasindependentcommunities,and <br />overtimehavedevelopedtheirownlocalserviceinstitutions. <br />In1982,theEugene/Springfieldregionalplan(MetroPlan)establishedtheCityof <br />EugeneastheultimateproviderofurbanservicestotheRiverRoadandSantaClara <br />communitiesuponannexation,determinedthatallnewdevelopmentinsidetheUGB <br />wouldbeannexedtotheCity,andcalledforexistingspecialservicedistrictsto <br />eventuallybedissolved.Withincrementalannexation,apatchworkofannexedand <br />unincorporatedareashasemerged,resultinginenormouschallengesandconfusion <br />withrespecttoservicedeliveryandfuturegovernance,andcreatingalegacyof <br />acrimoniousinteractionswiththeCityofEugeneforresidentsandlocalservice <br />providersalike. <br />TheRiverRoad/SantaClaraTransitionProjectistheCityofEugeneÕsresponsetoa <br />milestonereportthatagroupofresidentspreparedin2002,afterexaminingcomplex <br />servicedeliveryandurbanizationissuesinRiverRoadandSantaClara.TheUrban <br />ServicesCommitteeReportrecommendedthatatransitionmanagerberetainedto <br />facilitatedevelopmentofatransitionplanforthetworapidlyurbanizingcommunities. <br />InApril2004,theCityofEugenecontractedwithDavidReed&Associatesasan <br />independentthirdpartywithresponsibilityforworkingwithresidentsandservice <br />providerstoprepareatransitionplanthatincorporatesthemesidentifiedbythe2002 <br />CommitteeÐThisreportistheresultofthe <br />Trust,Voice,Equity,andCollaboration. <br />workoftheTransitionManagertoprepareaplanforthefutureofRiverRoadand <br />SantaClara. <br />TransitionTeam <br />TheTransitionManagerassembledaTransitionTeamtofulfillcontractualobligations <br />oftheproject.JimCarlson,AssistantCityManager,wastheCityofEugeneÕsProject <br />Manager.Theconsultingteamincluded: <br />DavidReedÐRR/SCTransitionManager <br />PaulHoobyarÐFacilitator/ProjectPlanner <br />JulieFischerÐCommunityPlanner <br />JimRappÐMunicipalGovernanceSpecialist <br />CitizenTaskForce <br />AfterconductingaseriesofstakeholderinterviewsculminatinginaCommunity <br />RoundtablemeetinginDecember2004,twelvestakeholderswereinvitedbythe <br />TransitionManagertoserveinanadvisorycapacityastheRR/SCTransitionTask <br />Force.CriteriaforselectingTaskForcemembersincludedrepresentationofdiverse <br />communityinterestsandstakeholdergroups,formermembersoftheUrbanServices <br />Committee,electedofficialsoftheRiverRoadandSantaClaraCommunity <br />Organizations,residencyinthetwocommunities,andknowledgeandexpertiseto <br />bringtothetransitionplanningprocess.Theselectionprocessincludednominations <br />fromlocalresidents. <br />TheTaskForceincludedbothchairsandboardmembersofthetwocommunity <br />organizations,businessowners,asmall-scaledeveloper,communityfarmer, <br />accountant,registerednurse,aformerboardmemberoftheRR/SCPropertyOwners <br />Association,communityvolunteers,andformerteachersinlocalschools.(See <br />AppendixAforTaskForcememberbackgroundinformation). <br />6 <br />RIVERROAD/SANTACLARA <br />TRANSITIONPROJECT <br />
