TheCityinitiatedahistoricsitessurveyandstudyfortheRiverRoadcommunityin2005.ThisÒHistory <br />ProjectÓasithasbeentermedcanservethedevelopmentofacommunityheritagestrategywell,and <br />shouldbothinformandbepartofanysuiteofheritagestrategiesandactionsselectedasanoutcomeof <br />thisWhitePaper. <br />SantaClara <br />ThesubdivisionpatternoflocalstreetsintheSantaClaracommunityisgenerallymoreuniformthanin <br />thecaseoftheRiverRoadcommunity.Asageneralcharacterization,subdivisionsinthemoresoutherly <br />partsofthiscommunitylookmuchlikethatbetweenHowardandBeltlineintheRiverRoadcommunity. <br />SubdivisionsgraduallybecomemoreÒcontemporaryÓ(e.g.:morecul-de-sacsandgrid-likewithfewer <br />perfectlyrectangular,2:1ratiolots)thefurthernorthonegoesintoSantaClara.Thereisalsoahigh <br />coincidencebetweenthesemorecontemporarysubdivisionsandincorporationintotheCity.Incontrastto <br />RiverRoad,approximately40%ofthecommunityhasbeenannexedasof2005.Whiletherearemore <br />andlargerundevelopedtractsinSantaClarathanintheRiverRoadcommunity,SantaClaraisstill <br />relativelyclosetobuild-out(atleastbasedontheparameteroflargertractsthatcouldbesubdivided).In- <br />fillandredevelopmentisalwaysapossibility,especiallyinolderpartsofthecommunity.Commercial <br />developmentisconcentratedalongBeltlineRoad. <br />TransitionandHeritageOptions <br />Lowerordifferinghousingdensities,ÒruralÓbuildingdesignstandards,provisionsforpreservingtreed <br />streetscapesandexistingstreetsections,requirementsandimprovementssupportingneighborhood <br />commercialzones,andopenspaceretentionareallpotentialelementsinpreservingtheruraland <br />communityheritageandidentityoftheRiverRoadandSantaClaracommunities.Theseandother <br />alternativesarediscussedservicebyserviceinotherchaptersofthisWhitePaper.Nonetheless,themost <br />effectivewaytoanalyzealternativesandreachconsensusonsuchadiversityofplanningandservices <br />issuesisprobablyNOThowtheyaretreatedwithinthecontextandlimitationsofthisWhitePaper(e.g.: <br />throughtakingupeachissueseparately).Simplyput,thebestwaytoreasonablyassurethatselected <br />transitionorheritagestrategiesandactionsconsideralltheoptionsavailable,andmoreimportantly <br />considerdifferentserviceoptionsastheyplayoffagainstoneanother,isthroughcomprehensive <br />communityplanningefforts. <br />TransitionOptions <br />TransitionandheritageoptionsarenotdistinguishedforthepurposesofthisWhitePaperchapter(see <br />thediscussionunderÒHeritageOptionsÓbelow).Also,notethatmanyofthetransitionandheritage <br />optionsdiscussedelsewhereinthisWhitePaperunderÒParksÓ,ÒStreetsÓ,andotherservicespecific <br />chaptershaveimportantplanningelementsandimpacts.Thetwooptionsdiscussedbelowarethosenot <br />touchedondirectlyelsewhereinthisWhitePaper. <br />HeritageOptions <br />ÐThisoptioniseffectively <br />OptionNo.1:CommunityTransitionPlanningandFacilitation <br />underwayandfundedbytheCity.Oneoutcome,forinstance,willbethisWhitePaper,and <br />anothermaybeasetofstrategiesandactionsthattheCityandthetwocommunities(andother <br />stakeholderssuchasexistinglocalspecialservicedistrictsÐwater,fire,andrecreation)can <br />agreetoandimplement.Conceivably,someelementsofthe1987RiverRoad/SantaClaraUrban <br />FacilitiesPlancouldbeupdatedand/orexpandedaspartofacomminityrefinementplanin <br />conjunctionwiththecurrenttransitionplanningeffort. <br />Isalreadyfundedandunderway;addressesarelativelybroadrangeofservice <br />Advantages: <br />issues;allowsforthepracticalandstrategicselectionofheritageoptions; <br />establishesavehiclefortheentirecommunitytoparticipateinplanningtheir <br />future;uponadoptionoutcomessuchasanewcommunityvisionorrefinement <br />RiverRoad/SantaClaraCommunityTransitionProject25 <br />TransitionandHeritageWhitePaperMay2006 <br /> <br />
