EUGENE CITY COUNCIL ~ <br />AGENDA ITEM SUMMARY <br /> <br /> Action: An Ordinance Adopting Amended Riverfront Urban Renewal District Plan <br /> Adopted By Ordinance No. 19352 On September 11, 1985 <br /> <br />Meeting Date: March 10, 2004 Agenda Item Number: A <br />Department: Planning and Development Staff Contact: Richie Weinman <br />www. cl. eugene, or. us Contact Telephone Number: 682-5533 <br /> <br />AGENDA ITEM SUMMARY <br />This is action on an ordinance to amend the Riverfront Research Park Urban Renewal Plan. <br /> <br />BACKGROUND <br />On February 25, 2005, the council reviewed amendments to the Riverfront Research Park Urban <br />Renewal Plan for final action. After voting to expand the district to include tax lots primarily owned by <br />the Eugene Water and Electric Board (EWEB), final action was tabled in order to provide options for the <br />new boundary and return with new ordinance language. <br /> <br />The options will be brought to the City Council meeting. The plan and report was provided for the <br />February 25th council meeting. It will also be placed in the Council Office. <br /> <br />Council Action History <br />In January 2003, the council began a multi-step process to implement the Vision for a Greater <br />Downtown. This included using urban renewal as a financing tool. <br /> <br />On January 29, 2003, and February 12, 2003, a consultant presented options for financing downtown <br />improvements, including the use of urban renewal districts as a tool. <br /> <br />On February 12, 2003, the council adopted a motion to initiate the processes to amend the 1985 <br />Riverfront Urban Renewal Plan so that it would continue beyond September 11, 2005. <br /> <br />On April 23, 2003, the council reviewed proposed amendments and directed the City Manager to <br />proceed with the process of amending the Riverfront Research Park Urban Renewal District Plan with <br />the draft language, in accordance with the proposed time line. <br /> <br />On October 27, 2003, the City Council approved a motion to use Riverfront Urban Renewal funds, if <br />necessary, to provide needed street infrastructure for the new Federal Courthouse. <br /> <br />On October 29, 2003, the renewal agency board recommended projects and a proposal to expand the <br />district boundary. <br /> <br />On November 19, 2003, the renewal agency board forwarded the proposed amendments to the <br />Riverfront Research Park Urban Renewal Plan to other taxing districts, the Planning Commission and <br />the public for comment. <br /> <br /> L:\CMO\2004 Council Agendas\M040310\S040310A. doc <br /> <br /> <br />
