the record indicate that several Lane County land use application documents and City of <br /> Eugene zone change application from 1988 all refer to an area of approximately 33 acres <br /> that were outside the Urban Growth Boundary. The current location of the Urban Growth <br /> Boundary shown on the GIS map leaves substantially less than 33 acres outside the UGB. <br /> <br /> Staff Analysis: There is clearly a conflict between the statement that 33 acres of the <br /> property were outside the UGB and the fact that the map shows only about 19 acres <br /> outside the UGB. Either the 33 acre figure is incorrect or the location of the UGB shown <br /> on the GIS map is incorrect. The source of the 33 acre figure referenced in the Lane <br /> County land use application documents is not clear. It is possible that the 33 acre figure <br /> was an error, and that the error was repeated in all subsequent documents associated with <br /> the Jeffries' application for approval to construct a golf course on the site. One map <br /> submitted for the City zone change (file Z 88-6) shows a different UGB location, a <br /> location that roughly follows the 100-year floodway. <br /> <br /> Staff conducted a brief GIS analysis of the area in question, and determined that if the <br /> UGB was drawn to follow the 100 year floodway across RiverRidge golf course, there <br /> would be almost exactly 33 acres of the site outside the UGB. Staff then consulted the <br /> 1987 Update to the Metropolitan Area General Plan, which contains broad descriptions of <br /> the location of the UGB and the basis for its location. In the location of RiverRidge Golf <br /> Course, the diagram indicates the following were used to determine the location of the <br /> UGB in this general area: protecting agricultural lands, the floodway fringe, protecting <br /> wetlands, protecting sand and gravel resources, and meeting housing goals. The 33 acres <br /> · that lie east of the 100 year floodplain (formerly called the floodway fringe) were, at the <br /> time of the rezoning application to the County, designated for Sand and Gravel. The <br /> former sand and gravel resource area and the location of the floodplain coincide with the <br /> 33 acre figure. Written testimony included assessor maps that have a dashed line that <br /> early Metro Diagram cartographers may have incorrectly followed instead of the <br /> floodway line. This information appears to indicate that the 33 acre figure cited in the <br /> 1998 documents was correct, and that the location of the UGB shown on the GIS map <br /> was incorrect. <br /> <br /> The land in question was not included in the residential buildable lands inventory. The <br /> UGB correction on the GIS map would not adversely affect this inventory. <br /> <br /> Recommendation: Staff recommends correcting the Urban Growth Boundary on the <br /> GIS Metro Plan Diagram so that it generally follows the 100 year flood plain through <br /> RiverRidge Golf Course, and following existing tax lot lines at the south end of the <br /> subject area as shown in Exhibit C.
