<br />2.997 Voter's Pamphlet - Distribution. No later than the 14th day before the <br />election at which a measure is to be voted upon, the city manager shall <br />mail a voter's pamphlet to each residence within the appropriate <br />geographical area(s). The appropriate geographical area means the <br />following: <br />(a) For voter's pamphlets containing city measures or statements <br />from candidates for city wide, offices, the city limits of Eugene; <br />(b) For voter's pamphlets containing school district measures or <br />candidates for school board positions, the boundaries of the <br />school district; and <br />(c) For voter's pamphlets containing only statements from <br />candidates for city councilor EWES positions, the wards which <br />those candidates would represent if elected. <br />Voter's pamphlets shall be made available for public distribution at city <br />hall, the city library, and at other municipal facilities within the city. <br />(Section 2.997 added by Ordinance No. 19533, enacted February 8, 1988; and <br />amended by Ordinance No. 20190, enacted February 28, 2000, effective March 29, <br />2000.) <br /> <br />2.998 Voter's Pamphlet - Rulemakina Power. The city manager shall have the <br />authority to issue rules and regulations governing: <br />(a) The content, form and deadline for filing any material required to <br />be filed under sections 2.993 to 2.998 of this code; <br />(b) Verification of signatures; <br />(c) Such other matters as are necessary for the administration of <br />sections 2.993 to 2.998 of this code. <br />Such rules and regulations shall be adopted using the process set <br />forth at section 2.019 of this code. <br />(Section 2.998 added by Ordinance No. 19533, enacted February 8, 1988; <br />administratively amended by Ordinance No. 19742, enacted January 14, 1991; and <br />amended by Ordinance No. 20030, enacted December 4, 1995, effective January 3, <br />1996.) <br />
