INSTRUCTIONS FOR FILING A CITY OF EUGENE VOTER'S PAMPHLET ARGUMENT BY PETITION 1. Obtain: · "Petition for City Measure Argument Signature Sheet"; and · A copy of the caption of the ballot title which is the subject of the argument. 2. Complete the top portion of the Petition Signature Sheet form: · Whether you intend to prepare a measure argument in favor or opposition to the measure; · Ballot measure number; · Name of person filing argument (must be the name of the person which you want printed in the voters' pamphlet as furnishing the argument); and · Caption of ballot title and Ballot measure number. 3. Before circulating petition, file with the City Recorder's Office: · Copy of prospective "Petition for City Measure Argument Signature Sheet" which includes the above information; · Copy of the argument, for validation ("City of Eugene Voters' Pamphlet Argument Petition"); and · State Form SEL 300 "Statement One Or More/No Petitioners Will Be Paid". 4. Attach a copy of the argument to each petition signature sheet and circulate for signatures. 5. After obtaining no fewer than 300 signatures of qualified voters: · Sequentially number the signature sheets; and · Pile "Petition for City Measure Argument Signature Sheets" in the City Recorder's Office with the accompanying "Measure Argument for City of Eugene Voter's Pamphlet" no later than 5:00 p.m. on the filing deadline day. GUIDELINES FOR CIRCULATION OF PETITION (ORS 260.555, 260.560) Petition circulator: Must ensure all voters who sign a single signature sheet are registered to vote in the City of Eugene; Must personally witness all signatures on the signature sheet; May not offer money or anything of value to a person to sign or not sign a petition; and Must sign circulator's certification on the signature sheet with circulator's legal signature. Person who signs petition: Must be an active registered voter of the City of Eugene; Fills in the date on which the petition was signed, includes printed name and residence address in spaces provided; Must be an active registered voter at the time of signing the petition, or the signature will not be counted; and May not sign more than once for the same argument.
