She said the work had been a “labor of love” for her, <br />but the bulk of the work still lay ahead. <br /> <br />In response to a question from Councilor Papé, City Attorney Glenn Klein affirmed that the reason the staff <br />would be included under the auspices of the City Manager’s Office (CMO) for the purposes of official <br />reporting, was that charter language required it. <br /> <br />Councilor Bettman wished to clarify that the budget for the police auditor’s office was $500,000. She also <br />explained that the intent was always that the police auditor’s office be neutral and unbiased, and not an <br />advocate for one point of view or another. <br /> <br />In response to a question from Councilor Bettman, Ms. Towle said the issue of whether a felon could be <br />hired was not specifically addressed in the job description but under statute a person could not access the <br />criminal justice system with a felony background. <br /> <br />Mayor Piercy called for a break at 9:20 p.m. The meeting reconvened at 9:25 p.m. <br /> <br /> <br />6. PUBLIC HEARING: <br /> <br />rdth <br />An Ordinance Concerning the Change of Street Name of the 3/4 Connector Which Extends <br />East from Lincoln Street to Pearl Street Within the City of Eugene, to Shelton McMurphey <br />Boulevard <br /> <br />Associate Planner for the PDD, Kent Kullby, read the criteria into the record. He reported that the <br />Planning Commission recommended approval of the ordinance. <br /> <br />Mayor Piercy opened the public hearing. <br /> <br />Majeska Seese-Green <br />, PO Box 11692, stated that the Whiteaker Community Council supported the <br />change. She averred it was in line with the Whiteaker Plan and it made sense to go ahead with the name <br />change. <br /> <br />Mayor Piercy closed the public hearing. <br /> <br />Mayor Piercy ascertained from the councilors that there were no objections to taking action. <br /> <br />Councilor Solomon, seconded by Councilor Ortiz, moved to adopt Council Bill 4924, an ordi- <br />rdth <br />nance concerning renaming of the 3/4 Connector to Shelton-McMurphy Boulevard. <br /> <br />Councilor Taylor moved to amend the motion to substitute ‘Avenue’ for ‘Boulevard.’ <br /> <br />In response to a question from Councilor Bettman, Mr. Kullby said ‘boulevard’ was generally used to <br />distinguish a street that followed a path diagonal to other streets. <br /> <br /> <br />MINUTES—Eugene City Council May 8, 2006 Page 12 <br /> Regular Meeting <br /> <br />
