Roll call vote; the motion to amend failed 6:2; councilors Papé and Solomon voting
in favor.

Roll call vote; the main motion as amended passed unanimously, 8:0.

Mayor Piercy called for a break at 9:25 p.m. and reconvened the meeting at 9:34 p.m.

8. ACTION:

Resolution 4881 Reaffirming the City’s Commitment to the Protection of Human Rights as Ex-
pressed in Council Resolution No. 4589

Councilor Solomon, seconded by Councilor Ortiz, moved to adopt Resolution 4881
reaffirming the City’s commitment to the protection of human rights as expressed in
Council Resolution No. 4589.

Human Rights Program Director Greg Rikhoff stated that the resolution before the council was a
reaffirmation of an ordinance passed in 1999.

Mayor Piercy read Resolution No. 4881 into the record. She said one reason it was important to bring this
resolution forward was because the country was having a very emotional discussion on immigration. She
underscored the importance of people being able to express their views and feel safe and respected.

Councilor Ortiz shared her pride in the City for reaffirming this resolution. She said it was a scary time for
people who were immigrants or people who were not white. She felt it was a good time to make this
statement.

Councilor Papé wished to recognize the City’s Human Rights Commission and Mr. Rikhoff and his staff.
He was very proud of them. He underscored his support for the resolution.

Councilor Kelly thanked the Mayor, the Human Rights Commission and the community at large.

Roll call vote; the motion passed unanimously, 8:0.

MINUTES—Eugene City Council June 12, 2006 Page 14
Regular Meeting
