Based <br />on conversations with the T AC and development experts, ECO developed five <br />classifications that range from built to vacant. Parking emerged as an important <br />consideration-particularly in more densely developed areas. So, the database <br />includes a classification for land use polygons that are in surface parking or <br />partially in surface parking. The database also includes a "partially" vacant <br />category that accounts for tax lots that have some development, but also may have <br />some residual development potential. These five land classifications were created <br />specifically for this project. The are not meant to replace the land use <br />classifications in the LCOG database; rather, they are intended to provide a <br />relatively simple continuum of classifications between fully developed and <br />vacant. <br /> <br />Table 3-5 shows land by classification for the Metro UGB. The data show that <br />about 55% of the commercial and industrial land base (6,577 acres) was classified <br />"built." About 26% was classified vacant (3,029 acres).
