<br />Exhibit A: Scope of Services <br />Lane County Buildable <br />Lands Inventory <br /> <br />BACKGROUND <br /> <br />Statewide planning Goal 9 and the administrative rule that implements it requires incorporated cities <br />to inventory commercial and industrial lands within their Urban Growth Boundaries (OAR 600-009- <br />0015(3)). Moreover, it requires cities to maintain a sufficient inventory of lands designated for <br />commercial and industrial uses to accommodate 20 years of growth. <br /> <br />In anticipation of policy discussions related to Goal 9, Lane County, the Cities of Eugene and <br />Springfield, and the Lane Metro Partnership (the project partners) want an accurate, contemporary and <br />credible inventory of commercial and industrial lands. This work program describes how ECONorthwest <br />will complete the inventory. <br /> <br />OVERVIEW OF SCOPE OF SERVICES <br /> <br />The Request for Proposals for this project described the collaborative goal of authenticating the <br />quality and quantity of all industrial and commercial lands inventories by completing the following <br />specific tasks: <br /> <br />1) Compile a central database of each of the partner's inventories of lands currently designated in their <br />comprehensive plans as either commercial or industrial. <br /> <br />2) To the extent data are available, augment each of the inventories by identifying the quantitative and <br />qualitative characteristics of all of the inventoried lands to include the following: <br /> <br />a) TRS map and tax lot numbers. <br /> <br />b) Zoning designation and plan designation. <br /> <br />c) Status by jurisdiction: city limits, UGB, Metro Area or rural. <br /> <br />d) Site addressees). <br /> <br />e) Acreage and/or square footage of property. <br /> <br />f) Business name(s) (if occupied). <br /> <br />g) Type of business(es) (current). <br /> <br />h) Uses on the property (current or prior). <br /> <br />i) Structures on the property - classification, size (sq. ft.) and assessed valuation. <br /> <br />j) Abutting public roads or streets - classification. <br /> <br />k) Access point(s) from public roads or streets. <br /> <br />I) On-site parking. <br /> <br />m) Public right-of-way parking. <br /> <br />n) Developed surface area (structures, storage areas, parking lots, etc). <br /> <br />0) Adjacent zoning designations and plan designations. <br /> <br />p) Development considerations: <br /> <br />i) Floodplain or floodway (FIRM) <br /> <br />ii) Wetlands (NWI and/or LWI) <br /> <br />iii) Riparian corridor <br /> <br />Page 1 of 4 <br />
