INDEPENDENT! <br />5Lhw͸{REPORT <br />REQUIREDBYOREGONSTATEREGULATIONS <br />TotheHonorableMayor,Membersofthe <br />CityCouncilandtheCityManager <br />CityofEugene,Oregon <br />WehaveauditedthebasicfinancialstatementsofCityofEugene,Oregonasofandfortheyearended <br />June30,2016,andhaveissuedourreportthereondatedNovember21,2016.Weconductedourauditin <br />accordancewithauditingstandardsgenerallyacceptedintheUnitedStatesofAmericaand Government <br />AuditingStandards. <br />Compliance <br />AspartofobtainingreasonableassuranceaboutwhetherCityof9ǒŭĻƓĻ͸ƭbasicfinancialstatementsare <br />freeofmaterialmisstatement,weperformedtestsofitscompliancewithcertainprovisionsoflaws, <br />regulations,contractsandgrantsincludingprovisionsofOregonRevisedStatutesasspecifiedinOregon <br />AdministrativeRulesOAR16210000to16210320oftheMinimumStandardsforAuditsofOregon <br />MunicipalCorporations,noncompliancewithwhichcouldhaveadirectandmaterialeffectonthe <br />determinationoffinancialstatementsamounts.However,providinganopiniononcompliancewiththose <br />provisionswasnotanobjectiveofouraudit,andaccordingly,wedonotexpresssuchanopinion. <br />Weperformedprocedurestotheextentweconsiderednecessarytoaddresstherequiredcommentsand <br />disclosureswhichincluded,butwerenotlimitedto,thefollowing: <br />Depositofpublicfundswithfinancialinstitutions(ORSChapter295). <br /> <br />Indebtednesslimitations,restrictionsandrepayment. <br /> <br />Budgetslegallyrequired(ORSChapter294). <br /> <br />Insuranceandfidelitybondsinforceorrequiredbylaw. <br /> <br />Programsfundedfromoutsidesources. <br /> <br />Highwayrevenuesusedforpublichighways,roads,andstreets. <br /> <br />Authorizedinvestmentofsurplusfunds(ORSChapter294). <br /> <br />Publiccontractsandpurchasing(ORSChapters279A,279B,279C). <br /> <br />InconnectionwithourtestingnothingcametoourattentionthatcausedustobelieveCityofEugenewas <br />notinsubstantialcompliancewithcertainprovisionsoflaws,regulations,contracts,andgrants,including <br />theprovisionsofOregonRevisedStatutesasspecifiedinOregonAdministrativeRules16210000through <br />16210320oftheMinimumStandardsforAuditsofOregonMunicipalCorporationsexceptasfollows: <br />1.DeficitnetpositonaredescribedinNote(3)(B)tothefinancialstatements,Stewardship, <br /> <br />Compliance,andAccountability. <br />1976 Garden Ave., Eugene OR 97403 <br />541.342.5161 www.islercpa.com <br />155 <br />
