<br />II. Supplemental Findings on EWEB's Proposed Crow Substation Site (AS, portion) <br /> <br />A. Consistency with Adopted Wetland Designation Criteria <br /> <br />The Eugene Planning Commission recommended designating the wetlands in the western <br />175 feet ofEWEB's proposed Crow Substation site (about 0.09 acre) for Development <br />and retaining the Restoration and Planned Transportation Corridor designations on the <br />remainder of wetlands on the site. The recommendation was based upon new wetland <br />delineation information and findings of consistency with criteria for adoption of <br />refinement plan amendments. <br /> <br />The Planning Commission's proposed designations for the EWEB Crow Substation site <br />are analyzed below for consistency with the criteria for Protection, Development and <br />Restoration adopted by the Eugene City Council on October 11, 1999 and by the Lane <br />County Board of Commissioners on November 23, 1999. <br /> <br />3.17 The following standards and criteria shall be used to designate newly identified <br />wetland sites or portions of sites (i.e., undesignated wetlands within the West <br />Eugene Wetlands Plan boundaries) for protection, development or restoration on <br />the Wetlands Designation Map (Map 3) of the West Eugene Wetland Plan. These <br />standards and criteria provide the framework for maintaining a balance within <br />the plan area between environmental protection and sound urban development, <br />consistent with state and federal wetland law. <br /> <br />For each site or portion of a site, designations shall be based upon either 1) <br />finding that the site meets at least one of the standards, or 2) a thorough <br />consideration of how all the criteria apply to the site. A wetland site need not <br />meet all of the criteria for a given wetland designation in order to be given that <br />designation. The restoration designation shall be used to identify sites considered <br />important primarily for their location and function in the larger wetland system, <br />and the restoration criteria shall be applied when a site does not clearly meet <br />either the protection or development standards or the protection or development <br />criteria as a whole. <br /> <br />Protection <br /> <br />Standard <br />1. Sites designated "Natural Resource" on the Metropolitan Area General <br />Plan diagram shall be designated for protection. <br /> <br />This site is designated for agriculture in the Metropolitan Area General Plan and therefore <br />does not meet this standard. <br /> <br />Multiple Site Ordinance, Exhibit C (Refinement Plan Amendment Findings) <br /> <br />Page 17 <br />
