<br />been agriculturally manipulated, and, therefore, this area also meets this criterion. <br /> <br />3. Site is capable of providing adequate wetland hydrology. <br /> <br />Wetlands within this site currently provide adequate wetland hydrology. Therefore, the site as <br />a whole meets this criterion. <br /> <br />Wetland hydrology within the wetlands in the southeast field has been determined to be driven <br />primarily by precipitation. The wetland delineation for the site says that transitional areas <br />between wetland and non-wetland areas are only marginally considered non-wetland. Minor <br />draining of these marginally non-wetland areas by shallow agricultural furrows could easily be <br />eliminated through site grading combined with filling drainage ditches. Furthermore, the existing <br />on-site mitigation was designed so that it contributes some surface flow to this area. We conclude <br />that both current wetlands and marginally non-wetland areas within the southeast field can <br />provide adequate wetland hydrology. Therefore, this criterion is met for the southeast field. <br /> <br />Wetlands within the north area and the southwest field currently exhibit adequate wetland <br />hydrology, and, therefore, these areas meets this criterion. <br /> <br />4. Site does not currently benefit from municipal infrastructure and urban services. <br /> <br />The entire site can be served with sanitary sewer, electricity, road access, and municipal water <br />with relative short extensions of nearby facilities. Therefore, we conclude that this criterion is <br />not met for the entire site, and that it is not met for each of the sub-areas. <br /> <br />5. Site is either larger than 15 acres or is contiguous with a waterway (stream) <br />designatedfor protection on the Wetland Designations Map (Map 3) of the West <br />Eugene Wetlands Plan. <br /> <br />The tributary channels to Willow Creek, including the one on this site, are shown as protected <br />waterways on Map 3 of the current West Eugene Wetlands Plan. The wetlands within all three <br />sub-areas are hydrologically and geographically connected to this channel. In addition, the <br />southeast field includes 18.5 acres of contiguous wetland, and the southwest field includes 26.3 <br />acres of contiguous wetland. Therefore, we conclude that the wetlands within all three sub-areas <br />meet this criterion, and the site as a whole meets this criterion. <br /> <br />D. Summary of Consistency with Adopted Criteria <br /> <br />The table below summarizes our analysis of how this site meets the criteria for Protection, <br />Development and Restoration. The site is divided into three assessment sub-areas, which are <br />depicted on Map 1, at the end of this document.
