<br />I. Introduction <br /> <br />The wetland designations for the Eugene Speedway site are reviewed below for <br />consistency with the recently approved criteria for Protection, Development and <br />Restoration. These criteria were adopted by the Eugene City Council on October 11, <br />1999 and by the Lane Board of Commissioners on November 23,1999. These criteria for <br />designation of wetlands were analyzed for consistency with all applicable policies from <br />the Metropolitan Area General Plan, as well as the remaining policies of the West Eugene <br />Wetlands Plan (WEWP) at the time of adoption. Therefore, site designations that are <br />consistent with these criteria are considered consistent with the Metro Plan and WEWP <br />Policies as well. This ordinance applies only to the portion of site H2 that lies within lot <br />1704334000300 (Amendment # 47). The remainder of Site H2 (Amendment #47a) is <br />addressed in the previously adopted multiple sites ordinance. <br /> <br />The findings that follow include an analysis of the Speedway site (Site H2, portion) <br />against the criteria for designating wetlands for Protection, Development or Restoration. <br />These criteria have elsewhere been found consistent with the Eugene Code criteria for <br />adoption of a refinement plan amendment including consistency with Metro Plan criteria <br />and remaining policies in the West Eugene Wetlands Plan. Therefore, if a site <br />designation meets the criteria for designation of wetlands and those criteria are consistent <br />with code criteria, Metro Plan policies and remaining policies in the Wetlands Plan, we <br />can conclude that the designation is also consistent with code criteria, Metro Plan policies <br />and remaining policies in the Wetlands Plan. Even though consistency has been <br />demonstrated in this manner, the findings below go further to include direct application of <br />Metro Plan policies and remaining West Eugene Wetlands Plan policies to the <br />designations, and finds them to be consistent. <br /> <br />II. General Findings <br /> <br />The wetland designations for the Speedway site (Site H2, portion) include areas for <br />Protection, Restoration and Development. The wetlands generally on the west side of the <br />site are designated for Development. The wetlands generally in the southeast portion of <br />the site are designated for Restoration. The majority wet prairie wetlands in the <br />northwest portion of the site are designated for Protection. On the whole, these <br />designations provide for significant development opportunities, opportunities for <br />expansion of the existing facilities, opportunities for mitigation of impacts to wetlands <br />designated for Development, and Protection of valuable wetlands and associated plant <br />and animal habitat. <br /> <br />The area designated for the Protection designation is in some places over 1,000 feet <br />across from east to west. However, for convenience, in the discussion below, the area <br />designated for Protection and Restoration is referred to as 900 feet wide.
