The entire site meets this criterion. <br /> <br />The area designated for Development contains wet prairie habitat, is large, and is <br />hydrologically connected to Amazon Creek. We conclude that these factors together <br />make this area of special importance to the functioning of the larger wetland system in <br />terms of wildlife habitat, flood storage, and rare plant habitat. <br /> <br />The area designated for Restoration contains wet prairie habitat, is large, contains <br />significant rare plant populations and is hydrologically connected to Willow Creek, is <br />directly adjacent to Willow Creek and the Willow Creek Natural area and, together with <br />the area designated for Protection, provides a corridor connecting the Willow Creek <br />Natural Area with Amazon Creek. We conclude that these factors together make this area <br />of special importance to the functioning of the larger wetland system in terms of wildlife <br />habitat, flood storage, and rare plant habitat. <br /> <br />The area designated for Protection contains relatively undisturbed wet prairie habitat, <br />contains significant rare plant populations and is hydrologically connected to Willow <br />Creek, is directly adjacent to Willow Creek and, together with the area designated for <br />Restoration, provides a corridor connecting the Willow Creek Natural Area with Amazon <br />Creek. We conclude that these factors together make this area of special importance to <br />the functioning of the larger wetland system in terms of wildlife habitat, flood storage, <br />and rare plant habitat. <br /> <br />7. Presence of unique Willamette Prairie Grassland plant community. Site <br />contains indigenous wet prairie habitat. This criterion is intended to <br />apply to areas of wet prairie habitat that are large or of moderate to high <br />quality. <br /> <br />This site contains more than 100 acres of wet prairie habitat, some of which is moderate <br />to high quality and some of which has been altered by agricultural practices. Since the <br />criterion requires either large size or moderate to high quality wet prairie, the entire site <br />meets this criterion, as do the areas designated for Development, Protection and <br />Restoration when considered separately, since each is large and comprised primarily of <br />wet prairie habitat. <br /> <br />Development <br /> <br />Standard <br />1. The site shall be designatedfor development if, at the time of designation <br />of the site in the West Eugene Wetlands Plan, it has a valid, approved <br />wetland impact permit from the Oregon Division of State Lands and the <br />us.
