<br />considering the economic, social, environmental and energy consequences in the <br />design and construction of urban development and landscaping shall be utilized to <br />enhance those natural features." <br /> <br />Policy 2 gives direction to orient development to minimize impacts to valuable natural <br />areas. The wetland designations for this site would keep development impacts away from <br />Willow Creek, avoid all known rare plant areas on the site and unplowed wet prairie <br />habitat and provide habitat for expansion of wet prairie plant species. The wetland <br />designations for this site would also provide for development of large areas designated for <br />industrial, medium density residential and high density residential uses. Although the <br />designation of this site does not dictate the design and construction of future <br />development, it does determine where it will happen and minimize its impacts on natural <br />features on the site. Therefore, the wetland designations for this site are consistent with <br />this policy. <br /> <br />Section 9.145(2)(b) "The plan amendment is consistent with remaining portions of <br />the refinement plan;" <br /> <br />B. WEWP Goals <br /> <br />The West Eugene Wetlands Plan contains the following applicable Goals (related <br />findings follow each Goal). These broad goals apply to the plan as a whole.. The Plan <br />defines goals as "broad statements of philosophy and are adopted by the City Council and <br />Lane County Board of Commissioners. They may never be completely attainable, but <br />they describe the hopes of the people and help establish direction (preface, page x)." <br /> <br />Goal 3.1 <br /> <br />"Protect and enhance water quality, wildlife habitat, flood storage <br />sediment and toxicant removal and other wetland functions and values." <br /> <br />See discussion under Metro Plan Policy 18 (p. III -C-9) above for discussion of these <br />values and how the wetland designations for the Speedway site would protect or enhance <br />them. We conclude that the wetland designations for this site are consistent with Goal <br />3.1. <br /> <br />Goal 3.2 <br /> <br />"Minimize economic hardship on private property owners due to <br />protection of wetlands and other valuable environmental resources." <br /> <br />Where wetlands occur on privately owned land, there are several ways in which the <br />economic hardship caused by wetland protection can be reduced or minimized. These <br />include: 1) allowing the least valuable wetlands to be developed while protecting values <br />of the remaining wetlands, 2) public acquisition of the protected wetlands, with <br />subsequent public maintenance and management. <br /> <br />Speedway Site Ordinance, Exhibit C (Refinement Plan Amendment Findings) <br /> <br />Page 20 <br />
