<br />authorized impacts on other sites, that is, in places where they will contribute to the <br />connectedness of wetlands, waterways and upland natural areas. Designation of a 900 <br />foot corridor, south of the Speedway facility, along the eastern edge of the property would <br />facilitate future mitigation in an area that would provide a connection of wetlands on-site <br />to Willow Creek and the Willow Creek Natural Area to the south. The 900 foot width <br />provides a better connection with the WCNA than a narrower corridor would because it <br />has a broader shared boundary with the WCNA. The wider connection provides more <br />points of access for animal movement, more contact with wind-borne seeds and more <br />buffering effect for the WCNA by keeping development further from sensitive rare plant <br />areas. These aspects of the wetland designations for the Speedway site make them <br />consistent with Policy 4.1. <br /> <br />Policy 4.3 <br /> <br />"Mitigation efforts shall concentrate on restoring wetland type, habitat, <br />functions and values that represent the historic ecological landscape of the <br />Amazon Creek basin." <br /> <br />Most of the historic wetlands on the valley floor of the Willamette River valley were wet <br />prairie wetlands. These seasonally wet prairies historically comprised approximately <br />400,000 acres in the valley. Designation of the restoration corridor along Willow Creek <br />will enhance the chances of restoration of the wet prairie habitat on the site, where <br />existing wet prairie provides a natural seed bank. We conclude that designation of the <br />Restoration corridor is consistent with Policy 4.3. <br /> <br />D. Additional Criteria for Approval of Refinement Plan Amendments <br /> <br />The following sections address the remaining approval criteria in the Eugene Code for <br />refinement plan amendments. <br /> <br />Section 9.145 (2)(c) "The plan amendment is found to address one or more of the <br />following: 1. An error in the publication of the plan; <br /> <br />Not applicable. <br /> <br />Section 9.145 (2)(c) 2. "A change of circumstances in a substantial manner not <br />anticipated in the plan;" <br /> <br />Not applicable. <br /> <br />Section 9.145 (2)(c)3. "Incorporation into the plan of new inventory material which <br />relates to a statewide goal; or" <br /> <br />The wetlands on this site have been re-delineated and new rare plant inventories have <br />been conducted on this site.
