<br />if.'.1 <br />1 <br />II <br />n <br /> <br />INTRODUCTION <br /> <br />The instructions in this booklet are intended to assist Eugene businesses in complying with the <br />City's Toxics Right-to-Know law. <br /> <br />n <br />fl. <br />i <br /> <br />\1 <br />! <br /> <br />These instructions are for reporting year 2001 (January 1 through December 31,2001). The <br />reports for 2001 are due to the Eugene Fire Marshal's Office on April 1, 2002. <br /> <br />fl <br />lJ <br /> <br />The Hazardous Substance Reporting Program is governed by a seven-member Toxics Board <br />appointed by the City Council. The Toxics Board's role is to: a) supply forms and instructions; <br />b) recommend fees necessary to implement the program; c) direct the Fire Marshal to investigate <br />reports of non-compliance; and d) publish the names of non-complying entities in a local daily <br />newspaper. The Toxics Board is also responsible for determining whether there has been non- <br />compliance in particular cases, and assessing appropriate penalties, if any, when non-compliance <br />is found. The Toxics Board has other duties as well. <br /> <br />r, <br />, 1 <br /> <br />The role of the Fire Marshal's Office is to:. a) receive and maintain reports; b) investigate reports <br />of non-compliance and report findings to the Toxics Board; and c) audit each reporting entity on <br />a random basis at least once every three years. The Fire Marshal's Office has additional duties <br />under the charter amendment. See Appendix A. <br /> <br />III Y <br />, I <br />~ } <br /> <br /><' ') <br />, i <br /> <br />COMPLIANCE SCHEDULE: <br /> <br />; , <br /> <br />1. On January 1, 2001, begin tracking your business's use of any hazardous substances <br />listed in Appendix C-1 or C-2, as well as any meeting the definitions in Appendix D. <br />Track inputs and outputs of the types specified in these instructions, and keep a record of <br />the methods used in your calculations. . <br />2. In late 2001 or early 2002, you will receive the electronic reporting software and instruc- <br />tions necessary to file your report. The instructions in this booklet are for purposes of <br />determining what data to enter on the electronic forms. <br />3. On December 31, 2001, complete your tracking of hazardous substance inputs and out- <br />puts for 2001. <br />4.
