RECORDKEEPING <br /> <br />;.j <br /> <br />A partial list of records that a facility may need to maintain for report generation and verification <br />during audits includes: <br /> <br />~ <br /> <br />~ Previous years' reports 'n <br />~ Engineering calculations and other notes <br />~ Purchase records from suppliers <br />~ Material Safety Data Sheets (MSDSs) <br />~ Inventory data <br />~ Production records <br />~ Records of sales or transfers of products from the facility <br />~ NPDES monitoring reports <br />~. Office of State Fire Marshal Hazardous Substance Information Survey (EPCRA Section <br />312 report) <br />~ Monitoring records <br />~ Flow-meter data <br />~ RCRA Hazardous Waste Generator's Report to DEQ <br />~ Pretreatment reports filed by the facility with the wastewater treatment plant <br />~ Invoices from hazardous waste management companies <br />~ Hazardous waste profiles <br />~ RCRA manifests <br />~ Process diagrams that indicate emissions and other releases <br />~ Any other records that your facility will need to substantiate the inputs and outputs of all <br />reportable hazardous substances, including method of estimation. (See Section VII.) <br /> <br />VI. WHAT TO REPORT <br /> <br />Reporting businesses are required to determine which substances they need to report, and then to <br />report the inputs and outputs, by type, of each of those chemicals, such that total inputs and <br />outputs for each chemical are equal within the smallest accounting unit. A thorough review of <br />this guidebook, especially the Charter Amendment (Appendix A) and the list of reportable <br />chemicals (Appendices C-l and C-2), is recommended. <br /> <br />A. What Substances Must Be Reported: To be reportable, a chemical must appear on the <br />list in Appendix C-l. or C-2 or be known to possess one or more of the characteristics <br />described in 40 CFR 261, Subpart C (Appendix D). Radioactive substances are also <br />reportable. (See paragraph D below and Appendix A, Article III(E)(3).) <br /> <br />If the CAS number and/or name of your chemical matches a listing in Appendix C-1 or <br />C-2, then that chemical must be reported. If your chemical cannot be found by matching <br />name or CAS number, then determine if it is in one of the reportable chemical categories <br />or if it is a reportable "characteristic" substance. If neither name nor CAS number nor <br />category nor characteristic match the Eugene program's definitions of reportable sub- <br />stances, then your substance is not reportable. <br /> <br />7 <br />
