<br />" <br /> <br />,..,-, <br />~ <br /> <br />Exhibit 6' A" <br /> <br />Annexation and Urban Services Agreement <br /> <br />Between: City of Eugene, 'an Oregon municipal corporation <br />("City") <br /> <br />And: ("Property <br />Owner") <br /> <br />Date: <br /> <br />RECITALS <br /> <br />A. Property Owner owns real property in that:. certain area <br />commonly known as the Industrial Corridor ("the Property"). The <br />Property is more particularly described in Exhibit 1 \.Thich is <br />attached hereto and incorporated herein by this reference. <br /> <br />B. The Industrial Corridor has a unique urban geography as the <br />result of the parallel northwest-southeast orientation of three <br />highways and two railroads serving the area. There are several <br />parcels of long and narrow dimension. The area presently receives <br />fire protection from the Lane Rural Fire Protection District and <br />storm drainage from the Junction City Water Control District, whose <br />combined tax rate is currently 31% of the tax rate of the City of <br />Eugene r s operational budget tax levy. Properties in the Industrial <br />Corridor are served by individual on-site sewage dispos~l systems <br />under permits from Lane County pursuant to rules and regulations of <br />the Oregon Department of Environmental Quality. There is a mixture <br />of land uses in the Industrial Corridor, although the primary use <br />is industrial. Most of the property in the Industrial Corridor is <br />designated for in.dustrial uses in the Eugene-Springfield <br />Metropolitan Area General Plan ("Metro Plan"). <br /> <br />c. The Industrial Corridor is located within the acknowledged <br />urban growth boundary of the City of Eugene. The Metro Plan <br />provides that the City of Eugene is the logical provider of <br />sanitarY sewer services for development within the urban growth <br />boundary. Fundamental Principle No.6, Page II-I. It is the <br />parties' desire that the City of Eugene be given the ability to <br />provide sanitary sewer services to the Property and the Property <br />Owner be given the ability to receive such services. <br /> <br />D. The Metro Plan provides that ultimatelY land within the urban <br />growth boundary shall be annexed to the City and provided with a <br />minimum level of urban services. Policy No. 15, Page II-3-6. See <br />also Policy No.7, Page I1-8-4.
