<br />infrastructure that is already in place. All new <br />connections to the wastewater system must pay the <br />wastewater SOC. There is a local and a regional (also <br />called MWMC charge) component in the wastewater <br />SOC. You can estimate the SDC as follows: <br /> <br />For the local SDC* component, multiply the <br />square footage of your lot by $0.025 per square <br />foot. <br />For the reaional SDC * * component, multiply the <br />number of equivalent dwelling units (see below) <br />by $365. <br />Add the two components to get the gross SDC <br />charge. <br />Add the SDC administration fee (5 % of the gross <br />SDC chqrge) and the $10 MWMC administration <br />fee for the total estimated SOC. <br /> <br />Equivalent dwelling units (EDUs) are calculated as <br />follows: <br />Single family home = 1 EDU <br />Duplex = 2 EDUs . <br />Existing commercial or industrial property: Divide <br />the average winter months' water consumption on <br />the EWES bill by 6,000 to derive the number of <br />EDUs. <br /> <br />Assessment Financing <br /> <br />Assessment financing is available to all property <br />owners participating in the project. All assessable <br />costs outlined above may be financed over ten years, <br />payable in monthly or semi-annual payments. <br />Assessment deferral programs are available for <br />property owners who meet specific age andlor income <br />qualifications. Contact Finance at 682-5037 for <br />additional information. <br /> <br />Other Costs and Requirements <br /> <br />Property owners are responsible for arranging through <br />a private contract to connect their buildings to the <br />public system and abandon the existing septic or sand <br />filter system. The cost of constructing the private <br />building sewer includes private expenses such as <br />hiring a contractor and/or purchasing the appropriate <br />materials and obtaining all necessary permits to <br />construct the building sewer. <br /> <br />In 1991, the Industrial Corridor Community <br />Organization and the City of Eugene signed an <br />agreement allowing wastewater sewer service to be <br />extended to the Highway 99/Prairie Road industrial <br />area before the area is annexed to the City. <br />Consistent with the Agreement, property owners must <br />submit a signed Annexation Agreement to the City <br />before a wastewater sewer connection permit or a <br />building permit can be i.ssued. The signed agreement <br />commits the' property to' annexation 10 years after <br />connection to the sewer OR the year 2010, whichever <br />comes first. <br /> <br />Once the sewers are available, all new development <br />on currently vacant or partially developed property will <br />be required to connect to the sewer system.
