<br />EUGENE CITY COUNCIL OPERATING AGREEMENTS <br />AP~ 12, 1999 <br />Exhibit A to Resolution 4588 <br /> <br />Presiding Officer <br />The Mayor shall preside over Council meetings when present. The president of the Council shall preside if the <br />Mayor is absent or unable to preside. The Council vice president shall have the powers of the Council <br />president when the Council president is performing the duties of the Mayor. If the Mayor, Council president, <br />and vice president are unavailable (and a quorum still exists), the Council members present shall elect a <br />temporary presiding officer. <br /> <br />Council Officers <br />Council officers shall be elected for one year terms in the manner prescribed in the E.C. 2.009, at the first <br />regular meeting in each calendar year. <br /> <br />2. PLACING ITEMS ON COUNCIL AGENDA <br />To request that an item be placed on the Council agenda, the following process shall be used: <br /> <br />1. Call the City Manager and explain the nature, scope and desired outcome of the item for the <br />agenda. Alternatively, make the request during Council comments at a Council work session. <br />Requests for the establishment of a formal Council agenda item shall be placed on the consent <br />calendar as soon as is possible for consideration by the full Council. <br /> <br />2. The City Manager shall discuss, on a routine schedule, all requests with the Mayor. <br /> <br />3. The City Manager shall recommend monthly to the Council which items should be placed on <br />the Council agenda. This recommendation shall be placed on the consent calendar at the formal <br />Council meetings (formal meetings are those meetings held on the second and fourth Mondays <br />of each month in the Council Chamber.) If the recommendation contained in the consent <br />calendar is approved, the items shall be brought before Council on a future agenda. If there are <br />concerns about an item, the item may be pulled from the consent calendar at the request of any <br />councilor or the Mayor. A vote shall occur to determine if the item should be included as <br />future Council business. <br /> <br />4. Alternatively, an item may be placed on the Council agenda, at the request of three councilors. <br />If this option is utilized, there is no need to first place the item on the consent calendar. <br /> <br />5. The projected agenda (called the Tentative Working Agenda) shall be included in the Council <br />packet every week. <br /> <br />6.
