ATTACHMENT A <br />Carbon Monoxide Source. A heater, fireplace, appliance or cooking <br />source that uses coal, kerosene, petroleum products, wood or other <br />fuels that emit carbon monoxide as a by-product of combustion, or an <br />attached garage with an opening that communicates directly with a <br />living space. <br />Essential Services. Heat, plumbing, hot and cold running water, gas, <br />electricity, light fixtures, locks for exterior doors, latches for windows <br />and any cooking appliance or refrigerator supplied or required to be <br />supplied by the landlord; and any other service or habitability <br />obligation imposed by the rental agreement or ORS 90.320, the lack or <br />violation of which creates a serious threat to the tenant’s health, safety <br />or property or makes the dwelling unit unfit for occupancy. <br />Plumbing code. <br /> \[The current edition of the State of Oregon Plumbing <br />Specialty Code or Oregon Residential Specialty Code.\] <br />Section 2. <br />Section 8.425 of the Eugene Code, 1971, is amended by adding new <br />subsections (7), (8), (9) and (10), and renumbering current subsection (7) to subsection <br />(11) to provide as follows: <br />8.425Rental Housing – Standards. <br />(7)Carbon Monoxide Alarms. Every dwelling unit that contains a <br />carbon monoxide source shall be equipped with at least one <br />approved and properly functioning carbon monoxide alarm <br />installed and maintained in accordance with State Fire Marshal <br />rules, applicable requirements of the state building code, and the <br />Oregon Revised Statutes.A dwelling unit that is located within a <br />structure that contains a carbon monoxide source and is <br />connected to the room in which the carbon monoxide source is <br />located by a door, ductwork or a ventilation shaft is considered to <br />contain a carbon monoxide source. <br />(8)Electrical. <br />(a)Electrical systems, including electrical outlets, light fixtures <br />and light switches, shall be in good working order. <br />(b)Electrical systems shall conform to applicable law at the time <br />of installation. Repairs must be permanent rather than <br />temporary and shall be through generally accepted electrical <br />methods. <br />(9)Appliances.
