Section 1. Based upon the above findings, which are adopted herein, in order to encourage the involvement of community organizations in the River Road and Santa Clara areas in decision- making processes that affect their areas, and to define the manner in which the organizations may achieve recognition by the City, the City Council adopts the following Limited Neighborhood Organization Recognition Policy for the River Road and Santa Clara areas: LIMITED NEIGHBORHOOD ORGANIZATION RECOGNITION POLICY (l) Community organizations within the River Road and Santa Clara areas desiring to be recognized by the City shall submit their charters to City Council. To the extent possible, charters for the organization shall comply with the Model Charter approved by Resolution no. 3745 and subsequent Council policy adopted for neighborhood associations. The City's Neighborhood Services staff will provide assistance to organizations in charter revisions and adoption. (2) Upon formal recognition under this policy, the organization will represent the neighborhood association's views to the Council, Planning Commission, and other City boards, commissions, and committees on matters affecting the area it represents. Formal recognition will create a clear link between the City and each of the organizations, providing an opportunity for those who live, work, or own property in the areas to become more familiar with City services and processes. (3) Organizations receiving limited recognition by the Council will be entitled to be placed on the appropriate City mailing lists to ensure receipt of all material distributed to neighborhood associations; receive the same level of staff support for General Meetings and Executive Board Meetings as neighborhood associations with full recognition; receive funds for their public information efforts, pro-rated by the number of addresses within the City limits; attend neighborhood workshops; send a representative to the Neighborhood Leaders Council; and a waiver of appeal fees for City land use decisions that the organizations wish to challenge. ( 4) The City shall not provide to organizations with limited recognition any of the following: staff support for neighborhood organizing or outreach efforts; newsletter/public information funding for the proportion of the neighborhood not within the city limits; or funding for any materials or supplies not available to neighborhood associations with full recognition. (5) At such time as the entire area represented by an organization granted limited recognition hereunder becomes annexed to the City, the City will consider the organization to be fully recognized and will provide services to it on the same terms as other City neighborhood organizations.
