<br />RESOLUTION NO. 4708 <br /> <br />A RESOLUTION CALLING A CITY ELECTION ON MAY 21, 2002, FOR <br />THE PURPOSE OF REFERRING TO THE LEGAL ELECTORS OF THE <br />CITY OF EUGENE A MEASURE AUTHORIZING THE ISSUANCE OF A <br />MAXIMUM OF $8,680,000 OF GENERAL OBLIGATION BONDS FOR <br />FIRE AND EMERGENCY SERVICES PROJECTS. <br /> <br />The City Council of the City of Eugene finds as follows: <br /> <br />A. The City of Eugene's Fire and Emergency Services is in need of new fire stations <br />and training facilities due to the necessity to relocate a fire station, the continuing growth of the <br />community and the need to modernize training facilities. <br /> <br />B. The City of Eugene's Fire and Emergency Medical Services Department is in <br />need of new fire stations and specialized training facilities because of the necessity to relocate a <br />fire station to safer quarters, the continuing growth and development of the community and the <br />need to provide on demand, modem, realistic and safe training conditions for City firefighters. <br /> <br />C. The City's Downtown Fire & EMS Station has been located at the present City <br />Hall since it opened in 1964. As the City has grown, so have the functions and needs of that <br />department. The space occupied by the Police Department, also located at City Hall, has <br />increased, and both departments have been required to move some functions outside of City Hall. <br /> <br />D. The Downtown Space Plan (DTSP) is a long-range plan that was developed to <br />provide adequate and safe space for City functions located in the downtown core area. The City <br />Council has had several meetings to discuss various aspects of the DTSP and has provided <br />direction to staff, including direction that relocation of Fire Station # 1 and Police Property <br />Control and Forensics Evidence Units should be the first priority in the DTSP and that staff <br />should plan for the relocation. <br /> <br />E. Staff has recommended replacement of the current Fire Station #1 with a 23,500 <br />square foot station occupying a full one-quarter block in or near the downtown core. <br /> <br />F. The 1999 Training Facilities Development Master Plan, which was refined in <br />2001, recommended the completion of a specialized fire training area. However, the work was <br />not completed due to a policy decision to use redeployment bond proceeds, initially earmarked <br />for this purpose, to facilitate the move of the Central Lane Communications Center. <br /> <br />G. Federal Safety mandates preclude previous methods of providing realistic fire and <br />rescue training. The Eugene Fire Department is under increasing pressure to discontinue the <br />long-standing practice of Burn-to-Learn exercises due to concerns over water quality and runoff <br />specified within the Endangered Species Act. <br />
