<br />Section 4. The City Manager shall publish on the City of Eugene's web site the <br />candidates who pledge to comply with the city or state voluntary limits and those who have not made <br />the pledge. The City Manager shall also publish in a local newspaper, on at least two occasions prior <br />to the election, the names of those candidates who pledged to comply, and those candidates who <br />have not made the pledge. <br /> <br />Section 5. Those candidates who elect to participate in the voluntary program must <br />declare such intention not later than 5:00 p.m. on the fifth working day after the filing deadline for <br />a primary election or the primary ballot certification for the general election. <br /> <br />Section 6. A candidate who follows these limits shall file the required state contribution <br />and expense reports at the same time and using the same forms as candidates who have not made the <br />pledge. <br /> <br />Section 7. If the City of Eugene determines that a candidate who pledged to follow the <br />limits has failed to do so, the City Manager shall provide the public with notice of that failure. <br />Notice may be provided on the City's website or through publication in a local newspaper. <br /> <br />Section 8. Candidates may be released from the pledge if other candidates in the race <br />have not made and met the conditions of the pledge through the second reporting period. <br /> <br />Section 9. The details and specific requirements of this voluntary program are shown in <br />Exhibit A of this Resolution. <br /> <br />Section 10. In determining the amount of expenditures and contributions, the City <br />Manager shall rely on the same definitions as those used by the State of Oregon with respect to the <br />reporting of campaign contributions and expenditures. <br /> <br />Section 11. This Resolution shall become effective on May 22, 2002. <br /> <br />The foregoing Resolution adopted the 10th day of April, 2002. <br /> <br />L~~l.
