<br />EUGENE CITY COUNCIL OPERATING AGREEMENTS <br />Exhibit to Resolution Number 4739 <br />Approved on September 9 , 2002 <br /> <br />2. PLACING ITEMS ON COUNCIL AGENDA <br />To request that an item be placed on the Council agenda, the following process shall be used: <br /> <br />1. Call the City Manager and explain the nature, scope and desired outcome of the <br />item for the agenda. Alternatively, make the request during Council comments at <br />a Council work session. Requests for the establishment of a formal Council <br />agenda item shall be placed on the consent calendar as soon as is possible for <br />consideration by the full Council. <br /> <br />2. The City Manager shall discuss, on a routine schedule, all requests with the <br />Mayor. <br /> <br />3. The City Manager shall recommend monthly to the Council which items should <br />be placed on the Council agenda. This recommendation shall be placed on the <br />consent calendar at regular Council meetings (regular meetings are those meetings <br />held on the second and fourth Mondays of each month in the Council Chamber.) <br />If the recommendation contained in the consent calendar is approved, the items <br />shall be brought before Council on a future agenda. If there are concerns about an <br />item, the item may be pulled from the consent calendar at the request of any <br />councilor or the Mayor. A vote shall occur to determine if the item should be <br />included as future Council business. <br /> <br />4. Alternatively, an item may be placed on the Council agenda by councilor request. <br />A councilor may ask Council support staff for a work session, and staff shall then <br />poll all councilors, in writing, to ask if the item should be placed on the Council <br />agenda. If, within ten working days of distribution of the poll, a majority of the <br />Council, respond in the affirmative, the item shall be placed on the Council <br />agenda. A majority of the Council in this instance is five councilors or four <br />councilors plus the mayor. <br /> <br />5. The projected agenda (called the Tentative Working Agenda) shall be included in <br />the Council packet every week. <br /> <br />6. The City Manager and Mayor shall decide the date that items come before <br />Council for work sessions and for regular meetings. <br /> <br />The City Manager shall continue to place routine and standard items of Council business on the <br />Council agenda, which is exempt from this process. <br /> <br />Eugene City Council Operating Agreements - September 9,2002 <br />Page 4 of 11 <br /> <br />Exhibit to Resolution Number 4739 <br />
