<br />RESOLUTION NO. t.f~17 <br /> <br />A RESOLUTION ADOPTING THE 1996 HOUSING DISPERSAL POLICY <br />AND REPEALING RESOLUTION NO. 4195. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />A. The City Council, acting upon the recommendation of the City's Planning <br />Committee and testimony of members of the public, adopted the 1990 Interim Housing Dispersal <br />Policy Plan by Resolution No. 4195 on June 25, 1990, as the housing dispersal policy for the City <br />of Eugene. <br /> <br />B. The 1990 Interim Housing Dispersal Policy Plan was based on 1980 census data, <br />and provided that it should remain in effect until adoption of a more permanent policy, created <br />after consideration of the 1990 census data. <br /> <br />C. In response to direction from the City Council to update the Interim Housing <br />Dispersal Policy Plan, the Planning Commission held discussions on the proposed update six times <br />between August 7 and December 11, 1995, including two public hearings. As a result of those <br />hearings the Planning Commission has recommended adoption of a revised Housing Dispersal <br />Policy that (a) is aspirational, as opposed to prescriptive in nature; (b) that separates the housing <br />dispersal policy from the land use application process; and (c) updates evaluation criteria and the <br />map from 1980 to 1990 census data, as more particularly set forth in the copy of the 1996 <br />Housing Dispersal Policy attached as Exhibit A hereto and incorporated herein by reference. <br /> <br />D. On January 22, 1995, the City Council held a public hearing and considered the <br />recommendation of the Planning Commission and testimony of members of the public. <br /> <br />Now, therefore, based upon the above findings, and the testimony presented at the above <br />hearing, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. Resolution No. 4195, and any other resolution in conflict herewith is hereby <br />repealed. <br /> <br />Section 2.
