<br />REPORT AND RECOMMENDATION <br />of the <br />Director of the Planning & Development Department <br /> <br />Philip Klingensmith and Don McRae <br />Multiple-Unit Property Tax Exemption <br /> <br />The Director of the Planning & Development Department of the City of Eugene <br />finds that: <br /> <br />1. Philip Klingensmith and Don McRae are the owners of real property located at 632 <br />East 15th Avenue, Eugene, Oregon, and more particularly described on Exhibit "A" attached <br />hereto and incorporated herein by reference, and has submitted an application pursuant to the <br />City's Multiple-Unit Rental Housing Property Tax Exemption Program (Section 2.945 and 2.947 <br />of the Eugene Code, 1971) with respect to the improvements to be constructed thereon. <br /> <br />2. I have reviewed the application and specifically find: <br /> <br />2.1 The applicant has submitted all materials, documents and fees required by the <br />City; <br /> <br />2.2 Design elements that benefit the general public have been included in the <br />project which consist of: <br /> <br />2.2.1 All first floor units are handicap adaptable to meet current codes; <br /> <br />2.2.2 The project will replace a vacant lot, frequently used by transients, and <br />two unsightly buildings; <br /> <br />2.2.3 The project will provide 30 new units in an area where demand for <br />rental housing is high; <br /> <br />2.2.4 The lot coverage of 55.6% is less than the 60% allowed in R-4 zoning. <br />The property will be extensively landscaped; <br /> <br />2.2.5 Adequate secured automobile parking will be provided for building <br />tenants. Eight of the spaces will be covered; <br /> <br />2.2.6 The 30 bicycle parking spaces will be indoor, very secure, and generous <br />In SIze. <br /> <br />2.3 The project was monitored through the City's regular processes with <br />respect to planning, permit and building and safety requirements to insure compliance <br />with all local regulations; <br />
