<br />MEMORANDUM <br /> <br />May 15,1996 <br /> <br />TO: Hearings Official <br /> <br />FROM: Jeff Lankston, Acting City Engineer <br /> <br />SUBJECT: CITY ENGINEER REPORT ON SANTA CLARA SANITARY SEWER <br />PROJECT 1996 BASINS X, S, and U; FORMATION OF THE LOCAL <br />IMPROVEMENT DISTRICT FOR JOBS 2928, 3013, AND 3398 <br /> <br />BACKGROUND <br /> <br />The 1996 Santa Clara Sanitary Sewer project is identified as a project necessary to address <br />an important health and welfare issue within the metropolitan area. The project conforms to <br />the Metropolitan Area General Plan requirements and stipulations of the Environmental <br />Protection Agency (EPA) grant conditions which include service delivery targets. The 1996 <br />project represents the seventh year of a seven-year program to service the River Road- <br />Santa Clara area. <br /> <br />On November 20, 1989, the City Council amended the Eugene Capital Improvement Plan <br />(CIP) by modifying the timing for service delivery to the River Road/Santa Clara Area. <br />Following that amendment, the City Council authorized the City Engineer to proceed with <br />the phased preparation of plans and specifications for the improvement and to call for bids <br />each year of the program. On March 5, 1996, the seventh consecutive year's construction <br />projects were advertised in the legal section of The Register-Guard and in the Daily Journal <br />of Commerce. <br /> <br />To comply with the EPA grant connection schedule condition, to maximize competitive <br />bidding and administrative efficiency, and to minimize as much as possible the disruption to <br />the neighborhoods, the River Road and Santa Clara areas were divided into a number of <br />construction basins. Each year since 1990, sewers have been installed in several basins. <br />In 1996, sewers are scheduled to be installed in three basins in Santa Clara (see map <br />attached as Exhibit A). These basins are described as follows: <br /> <br />Basin 96S(Job 2928) generally includes properties between River Road and Beaver Street <br />and Division Avenue and Salty Way. Basin 96U (Job 3013) is described as generally <br />properties between Federal Lane and Blackfoot Avenue and River Road and Marvin Drive. <br />Basin 96X (Job 3398) is described as generally properties between Irving Road on the <br />South and Cinnamon Avenue on the north and Stark Street on the east and Northwest <br />Expressway on the west. <br />
