<br />property owners were required to annex into the City of Eugene to gain access to the <br />existing sanitary sewer for development. SDC and MWMC were collected at this time. <br />3) the properties are not specially befited by the sanitary sewer in Green Lane because <br />they are connected to the existing sanitary sewer that's located along the south property <br />line. 4) the property owners do not intend to subdivide the lots. (See attached letter <br />Exhibit H) <br /> <br />Owners of these properties paid Local Systems development charges (SDC) and MWMC <br />charges when they connected to the existing sewer but have never been assessed for <br />lateral cost. The proposed assessment would not cover an area that is within a 160 feet of <br />an existing public sanitary sewer. Areas not within 160 feet of the existing sanitary sewer <br />are benefited by the proposed construction and should be assessed. <br /> <br />ASSESSMENT COSTS <br /> <br />Costs listed below are the Engineer's estimate for the 1996 construction. The costs reflect <br />the three (3) City contract basins (X, S, and U) being combined into a single LID. <br /> <br />The estimated costs reflect the low bid costs, 10 percent contingency of the contract cost, 5 <br />percent administration charges, anticipated legal fees, right-of-way costs, consulting fees, <br />short-term financing costs, bond anticipation notes (BANs), costs for Engineering services, <br />and other charges associated with the project which are allowed in EC 7.175. The final <br />assessment will be based on final contract costs, actual Engineering service costs, actual <br />short-term financing and BAN costs, a 5 percent finance administration cost, and other <br />direct costs attributable to the project. <br /> <br />Approximately $206,051 of the total assessable cost represents the share for vacant <br />properties and has been included in the computation of assessment unit costs. Vacant lots <br />will not be assessed until the lots are developed. <br /> <br />The project includes several street repair components: trench patch of various types, street <br />repair beyond the trench, and street reconstruction. On May 16, 1990, Lane County <br />Commissioners agreed to pay the cost of that work. Since these costs will be borne by <br />Lane County they will not be assessed. They have been deducted from the total estimate <br />of costs and the total assessable costs. If Lane County chooses to no longer participate in <br />these costs, the costs will be included in the final assessment. Road repair items will be <br />included in the assessment if not funded by Lane County. Based on low-bid costs, the road <br />repair cost would be an additional $0.08 per square foot of assessable area. <br /> <br />There are portions of two (2) streets, Ross Lane and Lone Oaks Drive that are in the City of <br />Eugene's jurisdiction.
