<br />to respond to current growth projections and trends, funding availability, and other changes over time. <br />EWEB would like the Metro Plan and PFSP to be updated to be consistent with its 2004 Water System <br />Master Plan. <br /> <br />Existing Metro Plan policies include the following: <br /> <br />Eugene and Springfield and their respective utility branches, Eugene Water & Electric <br />Board (EWEB) and Springfield Utility Board (SUB), shall be the water and electrical <br />service providers within the UGB. <br /> <br />Local governments shall continue to monitor, to plan for, and to enforce applicable air <br />and water quality standards and shall cooperate in meeting applicable federal, state, and <br />local air and water quality standards. <br /> <br />Extend the minimum level and full range of key urban facilities and services in an orderly <br />and efficient manner consistent with the growth management policies in Chapter II-C, <br />relevant policies in this chapter, and other Metro Plan policies. <br /> <br />Use the plannedfacilities maps of the Public Facilities and Services Plan to guide the <br />general location of water, wastewater, stormwater, and electrical projects in the <br />metropolitan area. Use local facility master plans, refinement plans, and ordinances as <br />the guide for detailed planning and project implementation. <br /> <br />Modifications and additions to or deletions from the project lists in the Public Facilities <br />and Services Plan for water, wastewater, and stormwater public facility projects or <br />significant changes to project location, from that described in the Public Facilities and <br />Services Plan plannedfacilities Maps 1, 2 and 3, require amending the Pubic Facilities <br />and Services Plan and the Metro Plan, except for the following: <br />a. Modifications to a public facility project which are minor in nature and do not <br />significantly impact the project's general description, location, sizing, capacity, or <br />other general characteristic of the project; or <br />b. Technical and environmental modifications to a public facility which are made <br />pursuant to final engineering on a project; or <br />c. Modifications to a public facility project which are made pursuant to findings of <br />an Environmental Assessment or Environmental Impact Statement conducted <br />under regulations implementing the procedural provisions of the national <br />Environmental Policy Act of 1969 or any federal or State of Oregon agency <br />project development regulations consistent with that act and its regulations; or <br />d Public facility projects included in the PFSP to serve land designated Urban <br />Reserve prior to the removal of the Urban Reserve designation, which projects <br />shall be removedfrom the PFSP at the time of the next Periodic Review of the <br />Metro Plan. <br /> <br />Ensure that water main extensions within the UGB include adequate consideration of fire <br />flows. <br /> <br />LICMOl2006 Council AgendasIM060724IS0607242E.doc <br />
