Your timely <br />attention to this request will be most appreciated so that EWEB can .meet its planned <br />facility construction timelines. <br /> <br />The purpose of the amendment is to reflect in the plans proposed changes in project <br />description, location, and/or timeframe for all listed projects. EWEB updated its Water <br />System Master Plan in 2004. This resulted in an update of needed facilities that are now <br />in EWEB's Capital Improvement Plan. The PFSP should be updated to reflect these <br />changes prior to EWEB completing these projects. Some of the projects that appeared on <br />the original PFSP list have been completed and are therefore proposed for removaL <br />Others have been added to reflect the need for increased capacity to serve new areas that <br />are grOWIng. <br /> <br />In addition, a new project is proposed, the Hayden Bridge Filtration Plant/Moe Hill <br />Reservoir Systems Intertie, which will establish cOlll1ections between three water systems <br />that could provide 10 million gallons per day of water exchange as an emergency backup <br />for each water system. This project provides other benefits as well, including a <br />significant cost savings in the scope and cost of the initial project to upgrade the 56-year <br />old Hayden Bridge Filtration Plant to current industry standards. <br /> <br />I understand that this process to amend the Metro Plan must be initiated by the Eugene <br />City Council and that the amendment process may require participation by the <br />Springfield City Council and/or Lane County Board of Commissioners because the <br />request is to amend a functional plan of the Metro Plan. I understand that this proposal <br />will be part of a Joint Planning Commission public hearing process as well. <br />
