<br />Net Density is the average number of dwelling units per constrained acre. Effective net densities were
<br />reduced because constrained acres reduce capacity (i.e., the number of housing units) but are included
<br />in the density calculations. Land Capacity Population is the estimated population based on a
<br />dwelling unit vacancy rate of 5% and a household size of 2.24 in Eugene and Springfield and 2.4 in all
<br />other areas. Dwelling units were calculated using the Land Capacity Model. Existing Conditions Net
<br />Density is the average net density based on build-out of constrained land with existing comprehensive
<br />plan designations.
