Eugene Police Commission <br />FY 2006 -2007 Work Plan <br />II.FY 2006-2007 Work Plan and Procedural Objectives <br />Work Plan Objectives <br />The Police Commission’s work plan is divided into the following main components: a) complaint <br />handling and civilian oversight model implementation; b) strategic plan review; c) committee projects; <br />and d) work sessions. <br />A. Complaint Handling and Civilian Oversight Model Implementation <br />This past year, the Police Commission took a number of steps to help lay the groundwork for <br />implementing the approved civilian oversight system. It sponsored a multi-disciplinary team that <br />recommended ways to incorporate alternative resolution options and advocacy into the complaint <br />process, and drafted a framework that can be used in the creationof an enabling ordinance for the <br />Auditor’s Office and Civilian Review Board. Thecommission recognizes the magnitude of program <br />development work necessary to successfully launch the oversight model and integrate it with the <br />existing processes, and is prepared to continue assisting with implementation as appropriate. The <br />following activities are proposed as next steps that the Police Commission can take to support the City <br />Council and newly hired Police Auditor in establishing this system: <br />review and help refine enabling ordinance, including definitions, and assist in the <br />development of operating principles and procedures in coordination with the Police Auditor <br />for the consistency with the oversight model; <br />identify and propose potential changes to the role and/or structure of the Police <br />Commission with regard to the new oversight system; <br />continue public outreach and involvement of stakeholder groups in the oversight model <br />implementation process; <br />provide input into revised police department policies for complaint handling and <br />investigation processes; and <br />research and develop recommendations to assist City Council with the disposition of <br />outstanding issues as requested. <br />B. Police Department Strategic Plan Review <br />The Police Commission provided input into the development of police department’s strategic plan, <br />which was adopted last year. Through review and discussion of the department’s quarterly reports, the <br />commission has begun monitoring progress towards plan implementation,with particular attention to <br />those items generated from the 2005 ICMA/PERF report. The commission intends to continue review <br />of the quarterly reports and to assist the department in plan refinements to balance plan priorities <br />against resource availabilityand public expectations. <br />The department’s adopted strategic plan includes “Develop a Comprehensive Domestic Violence <br />Strategy” as a long-range initiative. The Police Commission has had two preliminary discussions on <br />law enforcement response to domestic violence and child abuse situations to determine what role, if <br />2- <br />Adopted July 27, 2006 - <br />
