<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br />GENDA TEM UMMARY <br /> <br /> <br /> <br /> <br />Action: Appointment of Police Auditor <br /> <br /> <br />Meeting Date: August 14, 2006 Agenda Item Number: 4 <br />Department: Human Resources and Risk Management Staff Contact: Helen Towle <br />www.eugene-or.gov Contact Telephone Number: 682-5110 <br /> <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />This item is to provide an opportunity for the council to appoint Cristina Beamud as the Police Auditor <br />for the City of Eugene, and to direct the Council Officers to negotiate compensation and terms of <br />employment with her in a manner consistent with the salary range and benefits approved by the council <br />on March 13, 2006. <br /> <br /> <br />BACKGROUND <br /> <br />On July 24 and 25, 2006, the Mayor and city councilors interviewed five candidates for the position of <br />Police Auditor. On July 25, 2006, the City Council identified Cristina Beamud as the finalist for the <br />position. On July 31 and August 1, 2006, Councilor Bettman and Jim Gardiner, an outside consultant <br />hired to assist with the background process, traveled to Massachusetts and conducted interviews with <br />various staff and community contacts regarding Ms. Beamud. A background report written by Mr. <br />Gardiner and reviewed by Councilor Bettman will be forwarded to the Mayor and the City Council prior <br />to the meeting for City Council review. <br /> <br />Given the nature of this agenda item, it may be necessary for the City Council to meet in Executive <br />Session, pursuant to ORS 192.660(2)(a) during the course of this meeting. <br /> <br /> <br />RELATED CITY POLICIES <br />There are no policy issues associated with this item. This is an action item to appoint the Police <br />Auditor. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The following three options may be determined as the next appropriate step in the hiring process: <br /> <br /> <br />1.The City Council agrees to make an offer of employment to Ms. Beamud. <br /> <br />2.The City Council requests more background information to be gathered on Ms. Beamud. <br /> <br />3.The City Council eliminates Ms. Beamud as a finalist and either moves onto the other candidate still <br /> under consideration or decides to re-advertise the position. <br /> <br /> <br /> <br /> L:\CMO\2006 Council Agendas\M060814\S0608144.doc <br /> <br />
