<br />RESOLUTION NO. 4886 <br /> <br />A RESOLUTION ENDORSING THE NOBEL PEACE LAUREATE <br />MONUMENT PROJECT IN ALTON BAKER PARK. <br /> <br />The City Council of the City of Eugene finds that: <br /> <br />A. Since the spring of 2003 staff of the City's Parks and Open Space Division have <br />met with John Attig of the Nobel Peace Laureate Monument Project Executive Committee (the <br />"Committee") and other Committee members to discuss and plan for a Citizen-sponsored Nobel <br />Peace Laureate Monument in Alton Baker Park. <br /> <br />B. A site at the north end of the DeFazio bridge and west of the duck pond in Alton <br />Baker Park was identified as an appropriate and desirable location for the monument. The <br />project as planned is consistent with the Council adopted West Alton Baker Park Plan. <br /> <br />C. A design selection process was undertaken that included the design competition <br />being advertised through the January 2005 newsletter of the Lane Arts Council and the <br />development of a brochure to further advertise the competition. The design selection committee <br />unanimously chose the design of a local team comprised of Landscape Architect Kate McGee <br />and Presentation Design Group from among 13 proposals received from across the country. The <br />design consists of a "peace path" which winds its way through vegetated areas, showcasing <br />vertical plinths which offer information about the 19 Americans who have received the Nobel <br />Peace Prize, and allows for expansion to include future award recipients. <br /> <br />D. The Eugene Parks Foundation and the Citizen Planning Committee for Whilamut <br />Natural Area of Alton Baker Park have reviewed and support the project, and the Committee has <br />received endorsements from numerous local and national organizations and individuals. The <br />Committee is working to secure donations, and if the funding is secured for the project City staff <br />will work with the Committee to guide and oversee implementation of the project. No City <br />resources have been or will be expended on the project with the exception of staff time, and staff <br />has requested that the Council approve and endorse the proj ect. <br /> <br />NOW, THEREFORE, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EUGENE, a <br />Municipal Corporation of the State of Oregon, as follows: <br /> <br />Section 1. Based on the above findings, and its review of the selected design and the <br />Committee's fund-raising proposals, the City Council approves and endorses the selected design <br />for the proposed Citizen-sponsored Nobel Peace Laureate Monument to be located at the north <br />end of the DeFazio bridge and west of the duck pond in Alton Baker Park. <br /> <br />Resolution - 1 <br />
